Report Number 14 -173 <br />Agenda Section VI -3 <br />the city that works for you Council Meeting Date July 8, 2014 <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDERATION OF PARTIAL PAYMENT 3 FOR PROJECT <br />14 -4, IRON /MANGANESE REMOVAL SYSTEM FILTER REHABILIATION — WTP #1 <br />DEPARTMENT HEAD'S APPROVAL: &-mW <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this <br />Comments attached <br />Recommendation: To approve Change Wder 2 in the amount of $119,685.00 and Partial Payment 3 in the <br />amount of $119,196.50 for City Project 14 -4, Iron/Manganese Removal System Filter Rehabilitation — WTP #1 to <br />Rice Lake Construction Group. <br />Legislative History: Council approved Plans and Specifications November 26, 2013 <br />Bids opened by Staff January 14, 2014 <br />Bid Awarded January 28, 2014 <br />Financial Impact: The attached change order includes compensation to Contractor for extra time and different <br />equipment used during coating removal and installation work on filter vessel #4 due to different conditions within <br />the filter than what was assumed during bidding. Contractor will not profit because of their initial low bid, but be <br />compensated at cost for items above their original proposal. This change order constitutes a final not to exceed <br />price, and the City reserves the right to ask for additional cost documentation for negotiating a lower price if work <br />conditions change on the remaining filters. Please see attached change order for details. <br />A review of the work completed and payment recommendation has been completed by Barr Engineering. Please <br />see attached payment breakdown for details. <br />Explanation: This project consists of rehabilitating the four iron/manganese removal system filter vessels at <br />WTP #1. Project items include: <br />1. Site mobilization, temporary entrance, demobilization. <br />2. Remove filter media and gravel. <br />3. Filter vessel inlet pipe inspection. <br />4. Remove underdrain nozzles. <br />5. Prepare and re -coat filter interiors (includes surface preparation, stripe coat, primer and finish <br />coat(s). <br />6. Provide new underdrain nozzles. <br />7. Remove and provide new sample tap screens. <br />8. Provide new access manway gaskets. <br />9. Provide new gravel retaining screens. <br />10. Provide new gravel base and filter media. <br />11. Disinfect vessels and provide bacteriological testing. <br />12. Remove existing and provide new inlet distributor piping for all vessels. <br />13. Remove existing and provide new air wash distributor piping for all vessels. <br />14. Remove and replace stainless steel studs, clips, and underdrain support steel used to support the <br />media and gravel retaining screen (added via Change Order 1). <br />
