,a CITY OF NEW BRIGHTON <br /> 4 MEMORANDUM <br /> DATE: July 2, 2014 <br /> TO: Mayor and Members of the City Council <br /> Dean Lotter, City Manager <br /> FROM: Grant Wyffels, Director of Public Works C ►"J <br /> SUBJECT: July 8, 2014 City Council Worksession— County Road E2, 10th Street NW, and I- <br /> 35W Bridge Aesthetics Discussion <br /> We are faced with an exciting opportunity to provide input in the planning process of four major <br /> I-35W bridges that are gateways to our community. We are able to provide input on the number <br /> of traffic lanes, bicycle and pedestrian facilities, roadway lighting, urban streetscape, and <br /> entrance monuments into our community. Also, we will be able to provide input into the overall <br /> aesthetics of these bridges. <br /> MnDOT is currently planning for the replacement of the County Road F and County Road E2 <br /> bridges over I-35W. The State Transportation Improvement Program (STIP) includes <br /> $3,155,000 for the replacement of the County Road F bridge in 2015 and $7,815,000 for the <br /> replacement of the County Road E2 bridge in 2016. In an effort to prepare for the replacement <br /> of these bridges, our consultant, Kimley Horn and Associates (KHA) has prepared concept <br /> roadway layouts and streetscape plans of the 10th St NW/Lake Valentine Rd and County Road <br /> E2 corridors to help guide the MnDOT bridge replacement work. <br /> KHA has prepared three separate technical memorandums on the following: <br /> • Concept layout of 10th St NW/Lake Valentine Rd from Old Highway 8 to Mounds View <br /> High School detailing proposed roadway, sidewalk/trail, streetscape, and bridge <br /> improvements. <br /> • Concept layout of County Road E2 from 5th Avenue NW to Snelling Avenue North <br /> detailing proposed roadway, sidewalk/trail, streetscape, and bridge improvements. <br /> • Bridge aesthetic conceptual designs for the I-35W bridges at County Road E2, County <br /> Road F, CSAH 96, and County Road H. <br /> KHA will have large format drawings displayed and discuss the major project elements, <br /> including traffic impacts from the NBE development, bicycle and pedestrian facilities, roadway <br /> lighting, urban streetscape, and overall bridge aesthetics that have been developed as a part of <br /> several joint meetings with our project partners. Once KHA has received our input, they will <br /> finalize their project memorandums to be used as the basis for final plan designs. <br />
