Because the signs do not have dynamic capabilities and are not directed towards <br />residential uses, they should not be injurious to the use or enjoyment of other <br />property. <br />C. That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in the <br />district. <br />The area is generally fully developed/redeveloped. Thus, placement of these signs <br />should not have any impact on normal or orderly development or improvement of <br />surrounding property. <br />d. That the special use shall, in all other respects, conform to the applicable regulations <br />of the district in which it located. <br />Staff finds all other applicable regulations have been met. <br />Based on the above information, staff finds all special use criteria of Sections 9 -041 (4) and 8- <br />130 have been met.
