W "YT� j <br />1 � E(" <br />the city that works for you <br />Report Number <br />Agenda Section <br />Council Meeting Date <br />REQUEST FOR COUNCIL CONSIDERATION <br />14 -212 <br />VI -5 <br />August 26, 2014 <br />ITEM DESCRIPTION: CONSIDERATION OF A CROSSING SURFACE INSTALLATION <br />AGREEMENT FOR A CONCRETE AT- GRADE RAILROAD CROSSING AT SPRING <br />CREEK DRIVE AND STINSON BOULEVARD. <br />DEPARTMENT HEAD'S APPROVAL: G"'w <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this repo Comments attached <br />Recommendation: Subject City Atto approval, authorize the Public Works Director to enter into a <br />Crossing Surface Installation Agreement between the City of New Brighton, the City of Fridley, and <br />Minnesota Commercial Railway (MCR) for the installation of a concrete at -grade railroad crossing at <br />Stinson Boulevard I Spring Creek Drive. <br />Legislative History: NIA <br />Financial Impact: The total cost to install the concrete crossing is $17,220. The City of New Brighton <br />and the City of Fridley are each responsible for 50 percent of this amount. The bid is for $17,220 plus <br />some additional costs for work by City forces to saw cut and repave the roadway to match the concrete <br />crossing. This crossing would normally cost in excess of $64,000 to install. However, as a part of the rail <br />repairs at this location, the existing rail must be removed and reinstalled as a continuous piece requiring <br />the road to be open cut, which means the majority of the costs are being paid for by MCR. <br />Explanation: This installation, if approved, will be installed by Minnesota Commercial Railway <br />contractors in October of 2014. This work would be in conjunction with the signal and gate upgrade at <br />69'h Avenue. The proposed installation will be 64 -feet across the width of both Spring Creek Drive and <br />Stinson Boulevard. The railroad will also install 200 -feet of concrete crossing across 691h Avenue and a <br />future trail located on the north side of 69`h Avenue at the same time. <br />MnDOT has requested that we close Spring Creek Drive via a realignment of the roadway. The proposal <br />is for New Brighton to "T" Spring Creek Drive into Stinson Boulevard. Eliminating a road crossing of <br />the railroad will improve the safety at the intersection at Stinson Boulevard 1 Spring Creek Drive & 69 "' <br />Avenue 1 County Road H. To help offset the cost of this roadway closure, MnDOT will pay the City of <br />New Brighton $25,000 upon completion of the closure. This work is proposed in 2015 in conjunction <br />with an MCES project and the planned reconstruction of 69th Avenue. These projects will be led by other <br />agencies and are not yet approved at this time. Once these projects are approved, city staff will present <br />this roadway closure for council consideration.
