Consideration of Bids and Award of Contract for City Project 13 -14, 2014 Flood <br />Mitigation Improvements. Report No. 14 -204. <br />City Manager Lotter indicated Public Works Duwor Wyffels would be presenting this item to the Council. <br />Public Works Director Wy ftels stated following the July 16, 2011 rainfall event fifteen areas of the City were <br />defined as susceptible to flooding, and as a part of the 2012 CSMP these areas were identified as requiring <br />further analysis. Again on June 21, 2013 the City experienced another significant rainfall event, where several <br />areas within the City of New Brighton and surrounding communities experienced localized flooding. This <br />contract specifically addresses Areas 4 and 6 of Section 4.2.13 ofthe CSMP: <br />Area 4: Flooding at Lakeside Mobile Home Park and on Foss Road <br />Area 6: Flooding on Oakwood Drive near Silver Oak Park <br />Public Works Director Wyffels reviewed the work that would be completed in detail with the Council and <br />explained the bids were consistent with the feasibility report. The low bidder, Dave Perkins Cortracting, Inc. <br />has done work for the City m the recent past, and is qualified and capable ofperfomiing work ofthis kind and <br />magnitude. He reviewed how the projects would be financed. Staff recommended the Council accept the <br />bids and award a contract for City Project 13 -14 to Dave Perkins Contracting in the amount of $145,820. <br />Councilmember Jacobsen thanked staff for their efforts on this flood mitigation project. He was pleased that <br />the Council and staff were working to address the flooding concerns throughout the City. <br />Councilmember Strub questioned how water flowed out of the lakeside neighborhood. Public Works <br />Director Wyffels provided a detailed explanation of Mow water flowed though and out ofthis neighborhood. <br />Councilmember Burg asked how marry other major projects needed to be addressed for flood mitigation. <br />Public Works Director Wyffels commented there were two areas in the City that still needed to be addressed, <br />the first scar Pike Lake and the second was near 41' Street aln Old Highway 8. <br />Further discussion ensued regarding the water nu toffalong 15 . <br />Motion by Councilmember Bur, seconded by Councilmember Jacobsen to accept the bids and adopt <br />a Resolution awarding a contract for City Project 13-14,2014 Flood Mitigation Improvements to the <br />lower responsible bidder, Dave Perkins Contracting, Inc. in the amount of $146,820. <br />4 Ayes, 0 Nays- Motion Carried <br />Motion by Councilmember Burg, seconded by Councilmember Jacobsen to adopt a Resolution <br />authorbdng a 2014 Stormwater Mitigation Loan authorizing the Finance Director to authorize the <br />transfer of $200,000 from the Community Reinvestment Fund into the Stormwater Improvement <br />Fund for the financing of the 2014 Flood Mitigation projects, which shall be sclleduled for repayment <br />with interest over a period of 10 years. <br />4 Ayes, 0 Nays- Motion Carried <br />Public Hearing <br />Council Business <br />t.
