Boy Scout Recognition — Eagle Scout Project: New Brighton Hydrant Painting. <br />City Manager Lotter indicated Public Works Supervisor Scott Boller would be presenting this item to the <br />Council. <br />Public Works Supervisor Boller introduced himself to the Council and thanked TJ Harken for painting 196 <br />fire hydrants throughout the City of New Brighton, He reviewed a slide show with pictures depicting the <br />work that was completed. Staff appreciated the assistance of all involved in this project. A round of applause <br />was offered by all in attendance. <br />TJ Harken, Boy Scout Troop 106, discussed the fire hydrant project noting he originally planned to paint only <br />100 hydrants. However, as the project progressed he and his group of volunteers were able to repaint 196 <br />hydrants. <br />Mayor Jacobsen thanked TJ Harken for his service to the community. <br />Presentation by Bruce Howard (Chair) and Geoff Hollimon (Vice Chair) on the final report <br />and recommendations of the Urban Farming Task Force. Report 14 -207. <br />City Manager Lotter stated Urban Farming Task Force Chair Bruce Howard will present this item to the <br />Council. <br />Chair Howard explained he had the privilege of chairing the Urban Fanning Task Force over the past year. <br />He introduced the task force members with the Council. He reviewed the directives of the Council for this <br />task force along with the recommendations from the group. He reported the group defined urban farming as <br />the growing, processing and distribution of food crops and animal products within an urban environment. He <br />discussed the information gathering processing that was followed by the task force noting a public comment <br />forum was held in November of 2013. Ten topics of discussion for the group was narrowed down to bees, <br />chickens/fowl, farmers markets, fencing of yards, garden structures/greenhouses, larger animals, <br />networks/education/outreach, regulating the behavior of animals, selling of produce/community supported <br />agriculture (CSA's) and sustainability practices. He explained that each topic was then evaluated by the task <br />force and a consensus was reached regarding a recommendation. He reviewed each of the recommendations <br />for the ten topics in detail with the Council. <br />Councilmember Strub thanked Chair Howard for his diligent service on the task force. He asked how the <br />City currently handled banking dogs and how this would compare to roosters. Management Analyst/HR <br />Specialist Hatch reviewed the current barking dog ordinance noting it may need to be revised. <br />Councilmember Bauman did not believe that it was fair to compare barking dogs to roosters. She believed <br />that roosters would be much more of a nuisance in an urban setting. <br />Mayor Jacobsen agreed stating roosters would crow more than dogs would bark and dogs could be brought <br />indoors. <br />Councilmember Jacobsen requested further information on how chicken coops would be constructed. <br />Management Analyst/HR Specialist Hatch described how "good craftsmanship" and `well- maintained" were <br />defined by the City. He indicated chicken coop structures would not require a building permit if under 100 <br />square feet in size, but would have to meet building code requirements. <br />Councilmember Burg thanked the task force for their assistance to the City. She believed the City had a great <br />starting point in order to move forward with further discussions on urban farming. <br />Councilmember Bauman questioned when the Council would be further discussing urban farming.
