Not Approved <br /> acre parcel. The applicant has applied for a Minor Subdivision to create a single two-acre parcel; however,unlike a Plat <br /> the public hearing for the Minor Subdivision is conducted at the City Council meeting. Thus,the Planning Commission's <br /> role is to review the Site Plan only, where no public hearing is necessary. <br /> Planner Gundlach explained APi Group, Inc. constructed their 54,000 SF headquarters building in 2007-2008. During the <br /> land use approval process in 2007,the applicant proposed to also construct a 9,000 SF building on the southwest corner of <br /> Northwest Parking and Old Highway 8 NW. However, immediately following approval in 2007,the market collapsed <br /> and the applicant"mothballed"the foundation that was constructed for the 9,000 SF building. By entering into a Private <br /> Contract for Redevelopment for the new 45,000 SF building,the applicant's contractual obligation to building the 9,000 <br /> SF building was extinguished. It is unclear what the applicant's intent is with the 9,000 SF "mothballed"foundation, <br /> however APi will have to make a formal application to resolve outstanding land use issues and this will be done separate <br /> from the current Site Plan request. Staff further reviewed the request and recommended approval of the Site Plan, subject <br /> to the following conditions: <br /> • A Minor Subdivision is approved, subdividing the southern 1.94 acres from Lot 1,Block 3,Long Lake Landing. <br /> • Trainees must be shuttled to the site during training events that accommodate more persons than available parking <br /> onsite. <br /> • Implementation of the recommendations specified in the Interoffice Engineering/Public Works memo dated <br /> 7/8/2014, including the email and sketch attached dated 7/11/2014. <br /> • Incorporation of all forthcoming comments on the Landscape Plan by the City Engineer. <br /> • The Old Highway 8 NW boulevard are preserved and/or replaced following construction. <br /> • All ground and wall signage shall meet the requirements of Zoning Code Section 6-750(4)and separate Sign <br /> Permits shall be obtained. <br /> • Plans for the trash enclosure shall be submitted with the building permit and its design shall be consistent with <br /> what is stated within this report. <br /> Commissioner Danger asked where APi proposes to shuttle employees from. Planner Gundlach deferred this question to <br /> the applicant. Terry Hanson,Nor-Son, Inc., explained APi trainees would be coming mainly from out of state and would <br /> be shuttled to the new site. <br /> Commissioner McPherson questioned how the site would meet the parking needs if APi expanded into the third floor. He <br /> inquired how APi would manage the parking situation in the future. Mr. Hanson commented the training area was <br /> designed to be flexible and would not be 100%full at any given time. He explained that he had submitted a proof of <br /> parking plan to staff if additional parking was required in the future. <br /> Commissioner Deick asked how many training sessions would be held throughout the year. Mr. Hanson anticipated that <br /> two larger sessions would be held each year and many small sessions. <br /> Commissioner McPherson believed there would be parking spaces available at the main campus for this building. Mr. <br /> Hanson commented this was the case and explained APi was not looking to create a parking problem with the new <br /> building. <br /> Chairperson Howard inquired where the on-street parking was located for the proposed site plan. Planner Gundlach <br /> commented the on-street parking was located along Old Highway 8 and the north half of Northwest Parkway. She <br /> indicated 19 additional parking spaces could be added through proof of parking. She explained that staff still had to <br /> address the 9,000 SF foundation that was placed in the ground and"mothballed." This would be done when APi requests <br /> a PUD amendment. It was staffs understanding that APi has had no parking issues to date. <br /> Commissioner Danger did not want to see employee parking on both sides of Old Highway 8. Planner Gundlach reported <br /> that through the site plan,APi would only be allowed to park on their side of Old Highway 8. <br /> Commissioner McPherson asked if APi had any plans for Lot A. Planner Gundlach commented that APi had been given <br /> the option to purchase Lot A to build a 30,000 SF building in the future. APi had to exercise the option within the next <br /> three years. <br /> Commissioner Deick asked if the infiltration basins would impact the proof of parking. Planner Gundlach indicated the <br /> proof of parking plan proposed by the applicant would not be impacted by the infiltration basins. She stated further <br /> information would be known after the watershed permit was approved. <br /> Commissioner Danger recommended APi be prohibited from parking along the east side of Old Highway 8 for safety <br /> reasons. Planner Gundlach reported the City would not be interested in posting the east side of Old Highway 8, "No <br /> 3 <br />
