Allina staff present to recognize these awards may include Brian <br />LaCroix, Jeff Czyson and Dave Matteson. <br />Legislative History: <br />New Brighton DPS has a tradition of recognizing Life Saving Awards publicly during City Council <br />meetings. <br />Explanation: <br />On April 11, 2014 at about 2:27 pm Officer B.J. DeBoer responded to Wells Fargo, 1200 Silver Lake Rd, <br />on a report of a minor accident involving two vehicles to include one driven by Mr. Loren Balfany. As <br />Officer DeBoer was beginning his accident investigation, Mr. Balfany's vehicle suddenly began moving <br />toward Officer DeBoer's squad car striking it. Mr. Balfany had gone unconscious falling onto the <br />passenger side front seat. Officer DeBoer found that Mr. Balfany had no pulse and was not breathing. <br />Officer DeBoer removed Mr. Balfany from the vehicle, called for assistance from New Brighton and <br />Allina Medical and began performing lifesaving procedures. This included CPR and use of an automatic <br />external defibrillator. Numerous other responders arrived to assist with lifesaving procedures to include <br />Officer Trevor Hamdorf, Officer Tom Nerison, Det. Ed Sypniewski and Deputy Director Dan Olson. <br />Mr. Balfany continued to be treated on scene by Allina Medical staff including Paramedic Andy <br />Reinerson. Mr. Balfany regained a pulse and breathing and he was transported to Unity Hospital <br />accompanied by Officer Hamdorf where the chain of survival continued. Mr. Balfany has since <br />recovered and returned to his New Brighton home. <br />A successful response to a critical call depends upon a chain of events that often include pre- arrival <br />dispatcher instructions and accurate information for first responders, swift emergency response, highly <br />trained responders, and proper lifesaving equipment to include automatic external defibrillators. The <br />success of that response further depends upon a medical system designed to provide timely and highly <br />professional care via Paramedics and hospital emergency room staff. <br />New Brighton Dept. of Public Safety recognizes Officer B.J. DeBoer, Officer Trevor Hamdorf, Officer <br />Tom Nerison, Det.
