IOf Report Number 14 -239 <br />VBMF0.1KW1rA11DN Agenda Section VI -3 <br />the city that works for you Council Meeting Date September 23, 2014 <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: RESOLUTION REQUESTING RAMSEY COUNTY INSTALL A <br />CROSSWALK AT COUNTY ROAD E AND 16TH AVENUE <br />DEPARTMENT HEAD'S APPROVAL: (&AW <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this <br />Comments attached <br />Recommendation: To approve a resolutidtf'rc- questing Ramsey County to install a crosswalk at <br />the intersection of County Road E and 16th Avenue. <br />Legislative History: On November 26, 2013, the City Council authorized Public Works and <br />Public Safety to jointly prepare a Citywide Crosswalk Safety Study and refer this study to the <br />Public Safety Commission for their consideration and policy guidance, as well as their review <br />and recommendations on implementing the outcomes of the study. <br />On February 24, 2014, City Staff met with the Public Safety Commission (PSC) for the first time <br />to discuss the focus of the study and to seek their input prior to beginning the study. The PSC <br />was satisfied with the proposed staff direction to identify and review each marked crosswalk <br />location in the City. Staff proposed to note the condition of the crosswalk including but not <br />limited to the length of crossing, traffic counts, the presence of street lighting, the condition and <br />amount of signage, the condition of the crosswalk pavement markings, and accident history. The <br />PSC concurred with this staff approach to study the existing crosswalk. In addition, they <br />recommended involving public input to capture existing as well as other possible crossing <br />locations of public concern. <br />On July 21, 2014 Director Wyffels presented the Citywide Crosswalk Study to the Public Safety <br />Commission (PSC). The Public Safety Commission was very supportive of the study. They <br />made 4 separate motions to be considered by the City Council: <br />1. Approve and accept the July 21, 2014 Citywide Crosswalk Safety as submitted to the <br />Public Safety Commission. <br />2. Direct staff to develop a general crosswalk policy. <br />3. Authorize Public Works to install the appropriate crosswalks along County Road E <br />between Old Highway 8 and Silver Lake Road. <br />4. Authorize Engineering to review the crosswalk at Silver Lake Road near the railroad <br />tracks and direct staff to follow -up with Ramsey County to review the same crosswalk. <br />On August 26, 2014 the City Council accepted the Citywide Crosswalk Safety Study; concurring <br />with the 4 Public Safety Commission motions made at the July 21, 2014 meeting; and, directing <br />staff to follow through with the implementation of the 3 major outcomes of the study. <br />Financial Impact: The City would be responsible for any costs to add concrete pedestrian <br />ramps at the crossing location. <br />
