PLANNING REPORT <br /> DATE: August 17, 2012 <br /> CASE: CM2012-001 <br /> SUBJECT: Comprehensive Plan Amendment <br /> APPLICANT: City of New Brighton <br /> REQUEST&BACKGROUND <br /> The City is requesting consideration of minor amendments to the 2030 Comprehensive Plan. <br /> The primary reason for the amendment is the Metropolitan Council adopted revisions to their <br /> 2030 Transportation and Regional Parks Policy Plans back in late 2010. Per State Statute, the <br /> City is required to amend their Comprehensive Plan within nine months to ensure consistencies <br /> with regional policies. Additionally, City staff thought it would be appropriate to include other <br /> minor amendments, mostly related to trail crossings over bridges, since the City was undergoing <br /> the update process. Lastly, the City Council adopted a draft of an updated Surface Water <br /> Management Plan on April 24, 2012. This plan is an appendix to the City's Comprehensive <br /> Plan. The update process will ensure that the newly revised Surface Water Management Plan <br /> will be reflected in the updated 2030 New Brighton Comprehensive Plan. <br /> The current 2030 New Brighton Comprehensive Plan was adopted by the City Council on <br /> November 24, 2009. This adoption followed a public hearing with the Planning Commission, a <br /> 60-day adjacent communities and affected school district review period, and Metropolitan <br /> Council approval. A similar process will occur with the current amendment request. Ultimately, <br /> it is expected the City Council will adopt these proposed amendments in late August contingent <br /> on Metropolitan Council approval. City staff has been in contact with Metropolitan Council staff <br /> to ensure the proposed amendments will be satisfactory. It should also be noted that the <br /> statutorily required nine month period has passed. Metropolitan Council staff has advised City <br /> staff there are no official penalties by not meeting that deadline. In fact, most communities have <br /> not met the deadline. Nonetheless, it is important to prepare, review, and adopt the proposed <br /> amendments to ensure local and regional plans remain consistent. <br /> ATTACHMENTS <br /> A—Metropolitan Council Letter dated 5-16-2011 <br /> B—System Statement <br /> C—Pages RE Transportation Related Amendments <br /> D—Pages RE Trails Related Amendments <br /> E—Appendix B: Surface Water Management Plan <br /> F—Figure 10-1: Pathways, Parks, & Schools <br /> COMPREHENSIVE PLAN AMENDMENT ANALYSIS <br /> The proposed amendments are three-fold: <br /> 1) Transportation related amendments to ensure consistency with regional policies. Other <br /> minor transportation-related amendments are proposed, which are meant only to correct <br /> errors in the existing plan. <br /> 2) Trail amendments aimed at clarifying the types of trail crossings desired across MnDOT <br /> bridges. An amended Figure 10-1 is proposed to graphically depict these crossings. <br /> 3) Amend Appendix B to clarify adoption of an updated Surface Water Management Plan. <br /> The below offers additional details into these three areas proposed for amendment: <br />
