RESOLUTION <br /> PLANNING COMMISSION <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING APPROVAL OF A SPECIAL USE <br /> PERMIT. <br /> WHEREAS, an application has been made by Irondale High School to allow relocation and <br /> replacement of the athletic field scoreboard and to allow construction of a lighted sign at the <br /> location of the existing scoreboard on the east façade of the auto shop building at the Irondale <br /> High School Campus located at 2425 Long Lake Road, and <br /> WHEREAS,the procedural history of the application is as follows: <br /> 1. An application for a Special Use Permit was received on August 30, 2012. <br /> 2. A public hearing notice was published in the New Brighton Bulletin on September 5, 2012. <br /> 3. Public hearing notices were mailed to property owners within 350' of the applicant's <br /> property on September 7, 2012. <br /> 4. The Planning Commission, pursuant to published and mailed notices, held a public hearing <br /> on September 18, 2012 where all interested parties were heard. <br /> 5. The Planning Commission recommended approval on September 18, 2012. <br /> WHEREAS, the Planning Commission makes the following Findings of Fact with respect to the <br /> Special Use Permit(SP2012-004): <br /> 1. The property is zoned R-1, Single Family Residential. <br /> 2. The property is guided in the Comprehensive Plan for P-QP, Public and Quasi Public. <br /> 3. The property is legally described as follows: <br /> Part of the NW 1/2 of Section 17, Township 30, Range 23, Ramsey County, <br /> Minnesota <br /> 4. The applicant has proposed to replace the existing 144 SF scoreboard with a 324 SF <br /> scoreboard and relocate it from the east façade of the auto shop building to freestanding poles <br /> on the east side of the athletic field. <br /> 5. Additionally, the applicant has proposed to replace the existing 80 SF "Irondale Knights" <br /> sign with a 208 SF, internally lit "Home of the Irondale Knights" sign in approximately the <br /> same location on the east façade of the auto shop building. <br /> 6. The Planning Commission considered the proposal in accordance with Zoning Code Section <br /> 4-030(1) which requires a 30' setback for all structures in specially permitted zoning districts <br /> from all property boundaries abutting R-1 and R-2 property. <br /> 7. The Planning Commission reviewed the proposal in accordance with the following Special <br /> Use Permit conditions of Zoning Code Section 8-130: <br /> a. That the establishment, maintenance, or operations of the special use will not be <br /> detrimental to or endanger the public health, safety, morals, comfort or general welfare. <br /> b.
