Not Approved <br /> PLANNING COMMISSION PROCEEDINGS <br /> Regular Meeting— September 18,2012 7:00 p.m. <br /> Present: Chairperson Bruce Howard, Commissioners Paul Banker, Erin Nichols-Matkaiti,Mike Shardlow, and Greg <br /> Meyers <br /> Absent:Commissioners Steve Danger and Verne McPherson <br /> Also Present:Janice Gundlach-City Planner,and Gina Bauman-Councilmember <br /> Agenda Review: There were no changes to the agenda. <br /> Minutes from August 21,2012: <br /> Motion by Commissioner Banker,seconded by Commissioner Nichols-Matkaiti,to approve the August 21,2012 <br /> meeting minutes as presented. <br /> Approved 5-0. <br /> Council Action: Councilmember Bauman reported the Council approved the 2013 tax levy at its last meeting. The <br /> proposed tax levy would have an increase of 1.39% or$101,000. This tax levy included a 2% step and 2% COLA <br /> increase. She reported the Council would continue working on the budget and decreases could still be made prior to final <br /> approval on December l lth. She encouraged the public to take part in this process and attend an upcoming Council <br /> meeting. <br /> Public Hearing: <br /> (A) Mounds View Public Schools requests a Special Use Permit to allow relocation and replacement of the <br /> athletic field scoreboard and erection of a lighted sign near the athletic field at Irondale High School <br /> located at 2425 Long Lake Road <br /> City Planner Janice Gundlach reported Irondale High School is requesting a special use permit in order to proceed with <br /> two permanent sign projects on campus. Because Irondale is a school use in a residential zoning district,thus specially <br /> permitted, it must undergo the special use permit process in order to make certain improvements to the property, including <br /> exterior sign improvements. The two proposed sign projects consist of: <br /> 1.) Replacing the existing scoreboard and replacing it to the east side(from the west side)of the football field/track. <br /> The proposed scoreboard will be freestanding,where its current location is affixed to the side of a building. <br /> 2.) Install a new, larger, lit"Home of the Knights" sign at the location of the existing scoreboard and small"Irondale <br /> Knights" sign. The current and proposed location of this sign is affixed to the side of a building on the west side <br /> of the football field/track and the existing"Irondale Knights"sign is not lit. <br /> Planner Gundlach explained the school's district's sign contractor contacted City staff in August regarding the change out <br /> of these two signs. At that time, City staff informed Irondale that a special use permit was necessary due to the zoning of <br /> the property. The school was not prepared to go through this process,however, submitted an application. This has caused <br /> delay in completion of the work. Staff reviewed the existing and proposed sign details with the Commission and <br /> recommended approval of the Special Use Permit request as submitted, subject to the following condition: <br /> 1.) The signs are lit only during athletic events. <br /> Scott Gengler,Principal at Irondale High School,thanked the Commission for considering his request this evening. He <br /> then requested the signs be allowed to be lit for other special events on the football field, other than athletic events, such <br /> as marching band competitions, etc. The lighting would showcase the stadium and improve the quality of the experience <br /> for the patrons attending events. Planner Gundlach did not object to this request and could revise the language within the <br /> 1 <br />
