The applicant has provided two letters that further discuss their <br /> proposed use (see attached 6/10/2011 VOA letter to the City and the VOA narrative). To <br /> summarize, VOA has a contract with the federal government to run this reentry program. The <br /> proposed reentry program is currently located in the city of Roseville, however this land is leased <br /> from Ramsey County, which has decided not to renew VOA's lease because the property is <br /> slated for redevelopment. As a result, VOA has been looking for alternative sites to move the <br /> existing Roseville program. The agency identified a building in New Brighton at 1820 Old <br /> Highway 8 NW.
