Not Approved (D) City of New Brighton requests final plat approval of Northwest Quadrant East, creating Outlots A—D within the Northwest Quadrant Redevelopment Area. City Planner Gundlach reported this Final Plat request is City initiated and is the final step towards re- platting the existing 13 parcels into 4 outlots within the 50 acres of the Northwest Quadrant Redevelopment Area lying specifically on the east side of Old Highway 8 NW. The final plat has been accepted by the County Surveyor. No changes have been made since Preliminary Plat approval. The proposed final plat will: • Create Outlots A, B, C, & D, • Dedicate right-of-way for the future extension of Northwest Parkway up to existing 14th ST NW, • Dedicate right-of-way for existing 14th ST NW, • Dedicate additional right-of-way to Ramsey County for Old Highway 8 NW, and • Dedicate appropriate drainage and utility easements. Ms. Gundlach noted that outlots cannot be developed so additional subdivision processes will be required in the future to "carve off" portions of land from the outlots for development. This will occur as development opportunities arise. Ms. Gundlach noted Chapter 26 of the City Code provides platting procedures and requirements. Chapter 26 of the City Code does not provide any specific standards that must be met for a final plat. Being no conditions were placed on the preliminary plat, it is appropriate to proceed with the final plat. Staff Recommends adoption of the final plat resolution provided, recommending approval of the final plat subject to one condition: • The appropriate existing easements are vacated. Commissioner Nichols-Matkaiti questioned when the council approved the name change from Northwest Quadrant to New Brighton Exchange. City Planner Gundlach explained the council received many entries as part of a renaming contest, and New Brighton Exchange was a combination of a few names submitted. Council adopted the name change in late spring. Commissioner McPherson questioned the reason an area abutting 35W is not included in the NWQ. Ms. Gundlach stated that area is MNDOT right-of-way. Motion by Commissioner Danger, seconded by Commissioner McPherson to close the Public Hearing. Motion approved 7-0, the Public Hearing was closed at 7:55 pm.
