Not Approved <br /> (D) City of New Brighton requests final plat approval of Northwest Quadrant East, creating <br /> Outlots A—D within the Northwest Quadrant Redevelopment Area. <br /> City Planner Gundlach reported this Final Plat request is City initiated and is the final step towards re- <br /> platting the existing 13 parcels into 4 outlots within the 50 acres of the Northwest Quadrant <br /> Redevelopment Area lying specifically on the east side of Old Highway 8 NW. <br /> The final plat has been accepted by the County Surveyor. No changes have been made since Preliminary <br /> Plat approval. <br /> The proposed final plat will: <br /> • Create Outlots A, B, C, & D, <br /> • Dedicate right-of-way for the future extension of Northwest Parkway up to existing 14th ST NW, <br /> • Dedicate right-of-way for existing 14th ST NW, <br /> • Dedicate additional right-of-way to Ramsey County for Old Highway 8 NW, and <br /> • Dedicate appropriate drainage and utility easements. <br /> Ms. Gundlach noted that outlots cannot be developed so additional subdivision processes will be required <br /> in the future to "carve off" portions of land from the outlots for development. This will occur as <br /> development opportunities arise. <br /> Ms. Gundlach noted Chapter 26 of the City Code provides platting procedures and requirements. <br /> Chapter 26 of the City Code does not provide any specific standards that must be met for a final plat. <br /> Being no conditions were placed on the preliminary plat, it is appropriate to proceed with the final plat. <br /> Staff Recommends adoption of the final plat resolution provided, recommending approval of the final <br /> plat subject to one condition: <br /> • The appropriate existing easements are vacated. <br /> Commissioner Nichols-Matkaiti questioned when the council approved the name change from Northwest <br /> Quadrant to New Brighton Exchange. City Planner Gundlach explained the council received many <br /> entries as part of a renaming contest, and New Brighton Exchange was a combination of a few names <br /> submitted. Council adopted the name change in late spring. <br /> Commissioner McPherson questioned the reason an area abutting 35W is not included in the NWQ. Ms. <br /> Gundlach stated that area is MNDOT right-of-way. <br /> Motion by Commissioner Danger, seconded by Commissioner McPherson to close the Public Hearing. <br /> Motion approved 7-0, the Public Hearing was closed at 7:55 pm. <br /> Motion by Commissioner Alvey, seconded by Commissioner Nichols-Matkaiti to approve staff <br /> recommendation <br /> Motion approved 7-0 <br /> 4 <br />
