That the special use will not be injurious to the use and enjoyment of other property in <br /> the immediate vicinity for the purposes already permitted, nor substantially diminish and <br /> impair property values within the neighborhood. <br /> Staff finds this criterion to be met. The proposed fence should not impact property values <br /> within the neighborhood. The only truly impacted parties are the church and golf course. <br /> The most impacted adjacent resident to the east did inquire about the special use request, <br /> however that resident was not opposed upon learning the location of the fence. <br /> 3. That the establishment of the special use will not impede the normal and orderly <br /> development and improvement of the surrounding property for uses permitted in the <br /> district. <br /> The proposed fence will not impact normal or orderly development or otherwise have any <br /> quantifiable negative impact on improvements of surrounding property. <br /> 4. That adequate utilities, access roads, drainage and/or necessary facilities have been or are <br /> being provided. <br /> Access for construction will be from the existing church property. All other facilities <br /> won't be impacted. <br /> 4. That the special use shall in all other respects conform to the applicable regulations of the <br /> district in which it is located. <br /> This criterion is met.
