Not Approved <br /> PLANNING COMMISSION PROCEEDINGS <br /> Regular Meeting—September 20, 2011 7:00 p.m. <br /> Present: Chairperson Bruce Howard, Commissioners Greg Meyers, Erin Nichols-Matkaiti, and James <br /> Alvey <br /> Absent: Commissioners Michael Shardlow, Verne McPherson and Steve Danger <br /> Also Present: Janice Gundlach-City Planner, Mayor Dave Jacobsen, and Katie Bruno-Office Assistant <br /> Agenda Review: <br /> No changes <br /> Minutes: <br /> Motion by Commissioner Nichols Matkaiti, seconded by Commissioner Meyers to approve the minutes <br /> from the July 19, 2011 meeting. <br /> 4-0 Motion Carried <br /> Council Action: Mayor Jacobsen reported the council has not adopted a resolution supporting the <br /> Vikings stadium, nor has Arden Hills or Shoreview, noting that a large population of New Brighton <br /> would not be interested in a stadium as tickets would be difficult to afford. Mayor Jacobsen reported he <br /> has joined Beyond the Yellow Ribbon, along with Director of Public Safety Bob Jacobson. Beyond the <br /> Yellow Ribbon provides support for troops and their families. The capital campaign for the Ramsey <br /> County Library continues, over$50,000 has been raised, towards the goal of$100,000. <br /> Chairperson Howard questioned if the library grand opening is still planned for October 29th, Mayor <br /> Jacobsen confirmed that it was. <br /> Public Hearing: <br /> (A) Tim Larson on behalf of Dairy Queen at 409 Old Highway 8 NW requests an amendment to the <br /> Zoning Code to allow manual changeable copy signs when Zoning Code Section 9-040(1)(F) currently <br /> prohibits them. <br /> City Planner Gundlach explained the applicant is requesting an amendment to the Zoning Code to allow <br /> a manual changeable reader board sign. The applicant has an existing 20 SF reader board and would like <br /> to replace it with a 25 SF reader board. Currently, the Zoning Code prohibits manual reader boards and <br /> has prohibited them since at least 1977. <br /> The proposed amendment would delete "manual changeable copy signs" from the prohibited signs list. <br /> Several manual reader board signs exist in the community, are grandfathered in, and considered <br /> nonconforming. Under State law, these nonconforming signs may be maintained and even replaced in <br /> like and kind. <br /> The applicant has been advised of the following options under the existing code: <br /> • Maintain the existing 20 SF reader board <br /> • Replace the existing 20 SF reader board of the same 20 SF size <br /> • Upgrade to an electronic reader board <br /> 1 <br />
