requirement currently exists for dynamic (or electronic) signs. Being manual signs are <br /> similar to electronic signs; staff carried the special use permit provision over to the manual <br /> changeable copy sign requirements. The Planning Commission should discuss whether a <br /> special use permit should be required for these signs when placed in a residential zoning <br /> district. <br /> • Proposed Section 9-070 (10), 9-080 (10), and 9-100 (10) allows manual changeable copy <br /> signs in all the Business and Industrial districts, subject to the size limitation. A special use <br /> permit would not be required in these zoning districts. <br /> It is also worthy to note that existing Chapter 9 requirements include maximum size sign <br /> allotments for both ground and wall signs. These provisions include a maximum ground sign <br /> size ranging from 32 square feet in residential districts, up to 64 square feet in commercial and <br /> industrial districts. Maximum wall sign requirements peak at 200 square feet. These <br /> requirements will apply in addition to the new standards proposed. Therefore, under the <br /> proposed ordinance the maximum size manual changeable copy sign would never exceed 32 <br /> square feet and in residential districts would have to be smaller. <br /> The City Attorney has reviewed the amendment and provided comments, which have been <br /> incorporated into the proposed ordinance. Should the Planning Commission forward a <br /> recommendation to the City Council at the October 18th meeting, the City Council would <br /> consider the request on October 25th. If the Council recommends approval, the ordinance would <br /> become effective on November 3, 2011, the earliest date the ordinance could be published in the <br /> official City newspaper.
