Thus, in place <br /> of the regularly scheduled meeting on Tuesday, a work session will be held at City Hall <br /> in the conference room directly across from the chambers at 7pm. Based on the number <br /> of upcoming projects, April and May are suspected to be busy meetings. Because of the <br /> complexities of the upcoming projects, staff felt it was important to provide a lot of the <br /> background information in a work session format. Staff intends to provide an update on <br /> Belair Excavating, upcoming projects in New Brighton Exchange, and substantial <br /> amendments to the NWQ, Northwest Quadrant zoning district. The details are discussed <br /> below. <br /> Belair Excavating <br /> Sound Mitigation Berm <br /> On November 12, 2013, the City Council considered a request by Belair to extend the <br /> sound mitigation berm completion date from October 31, 2013 to June 1, 2014. The <br /> extension was necessary in order to allow Belair additional time to work with Xcel <br /> Energy on a solution for the berm area that lies within a transmission line easement. <br /> Belair was not able to meet Xcel's demands, and completing the previously proposed <br /> sound mitigation berm was abandoned. Instead, Belair, in collaboration with their sound <br /> expert, devised a plan that would leave the existing unfinished berm in place and include <br /> construction of a new berm. In addition to constructing the new berm, the rubble and <br /> processed material piles would be swapped, allowing the rubble pile (or dumping pile) to <br /> be moved farther east (and farther away from the residential homes to the west). The <br /> proposed plan also includes a restriction of where gated dump trucks may dump material, <br /> as the gated trucks were the primary source of the noise. This plan achieves the decibel <br /> level reductions previously sought by the original sound mitigation berm. Because this <br /> plan is not consistent with the original approval, a Special Use Permit must be submitted <br /> and a new public hearing has to be conducted. It is anticipated this request will be <br /> submitted for review in April. Staff will provide additional details during the work <br /> session discussion. <br />
