Of <br />111rN <br />the city that works For you <br />Council Worksession <br />October 28, 2014 <br />5:00 pm <br />Present: Mayor Dave Jacobsen <br />Councilmember Gina Bauman <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: Councilmember Brian Strub <br />Staff in Attendance: Dean Lotter, Grant Wyffels- Public Works Director <br />Guests in Attendance: <br />MIA/POW Flaa Presentation <br />Lotter indicated Councilmember Jacobsen has been working with members of the Tri -City American Legion <br />Post 513 and the Legion Auxiliary in order to recognize veterans in the community. The thought would be to <br />present veterans with a POW /MIA flag in the Council chambers on November 121H <br />Crosswalk Study Update <br />Director Wyffels reviewed his staff report noting the Council last discussed this topic on August 26th. He <br />reported the Public Safety Commission had four recommendations for City Council. <br />1. Accept the crosswalk study. <br />2. Direct staff to develop a general crosswalk policy. <br />3. Authorize Public Works to install proper crosswalks along County Road E between Old Highway 8 <br />and Silver Lake Road. <br />4. Authorize engineering to review the crosswalk at Silver Lake Road near the railroad tracks and <br />direct staff to follow up with Ramsey County regarding this crosswalk. <br />Director Wyffels noted staff had begun working on a general crosswalk policy and would take six to twelve <br />months to complete. He noted the Council had authorized Ramsey County to install a crosswalk at County <br />Road E between Old Highway 8 and Silver Lake Road. He provided the Council with concepts and options for <br />the crosswalk at Silver Lake Road near the railroad tracks. He commented that staff would continue to work <br />with Ramsey County on these options. <br />Councilmember Bauman stated she would not approve a tunnel. She recommended the City proceed with <br />caution, as this was the County's responsibility. She suggested the City continue to provide input to the <br />County. <br />Director Wyffels understood this concern. He explained the intersection near Dairy Queen was still a concern <br />and would require further study. Other priorities within the crosswalk study were discussed with the Council, <br />including the need for safe routes to school. He reported the City would have to coordinate efforts with the <br />school district on this issue. Further discussion ensued regarding traffic concerns in and around the <br />community. <br />Councilmember Bauman appreciated the work of staff in addressing the safety concerns around the City. She <br />supported maintenance and upkeep of the City's sidewalks and crosswalks; however, she believed people still <br />
