Mayor Rave Jacobsen <br />Councilmember Gina Bauman <br />Councilmember Brian Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br />Guests in Attendance: Craig Rapp <br />CLOSED SESSION -- Army Settlement Talks <br />Lotter explained this item would be discussed in Closed Session for attorney - client privilege in accordance <br />with MN Statutes §13D.05 Subd. 3b. <br />City Manager Review — Draft work with Craig_RapV <br />Craig Rapp discussed the evaluation process for City Manager Lotter. He encouraged the Council to view the <br />performance review a conversation between the Council and Lotter, focusing on how the City was operating. <br />He recommended that the Council consider conducting a review of the City Manager on a quarterly basis <br />instead of an annual basis. The Council could then create an after action report based on Lotter's performance. <br />Councilmember Bauman asked if this would be done individually or as a group. Mr. Rapp suggested the <br />evaluation be done collectively as a group. He encouraged the Council also evaluate their day to day <br />interactions with Lotter and provide feedback on his performance outside of the quarterly evaluations. He <br />understood that each of the Councilmembers had a different relationship with Lotter but noted he worked for <br />the Council as a whole. <br />Councilmember Bauman expressed concern with how the City Manager did not have to work for each <br />Councilmember individually, but rather worked for the majority. Mr. Rapp hoped that the City Manager had <br />the professionalism to hear the opinion and feedback of each Councilmember. <br />Councilmember Burg understood that the Council did not always reach a consensus on every issue, but she <br />believed the group worked well together and had the City's best interests in mind. <br />Mayor Jacobsen believed the quarterly operational evaluations would provide the City Manager with valuable <br />input. Mr. Rapp was a firm believer that communication and feedback between the Council and Latter would <br />build the relationship. <br />Councilmember Bauman was in favor of the Council holding several meetings throughout the year without <br />Lotter in attendance to allow for candid Council discussion regarding Lotter's performance. <br />Councilmember Burg recommended this be done the Ise Tuesday of the month on a quarterly basis. Mr. Rapp <br />believed this would assist the Council greatly and would improve the communication between the Council and <br />the City Manager. <br />Councilmember Strub understood there was a need for each Councilmember to have a relevant voice through <br />the evaluation process. <br />Councilmember Burg wanted the Council to have the freedom to evaluate Lotter whenever necessary and to <br />have this made a part of the evaluation system. <br />
