Jacobson, Director of Public Safe <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report Comments attached <br />Recommendation: <br />Conduct recognition by New Brighton Dept. of Public Safety for the Civilian Service Award to Mr. Lars <br />Karlson. <br />Legislative History: <br />NIA <br />Explanation:. <br />On September 27th, 2014 Mr. Lars Karlson was sitting on the front step of his residence in the <br />300 block of 16`h Ave SW enjoying a cup of coffee on a Saturday morning. He was dressed <br />casually in shorts and a t -shirt with no shoes. Mr. Karlson heard the revving of a motorcycle <br />engine coming around the corner from eastbound Silver Lake to northbound 16th Ave SW. Mr. <br />Karlson observed the motorcycle attempt to round the curve at an estimated 60 mph and then lost <br />control. The motorcyclist was ejected off of the motorcycle and tumbled and rolled about 50 feet <br />onto the grass. Mr. Karlson immediately rushed to the motorcyclist's aid and observed injuries <br />to include bleeding from an open gash on his chin,. Mr. Karlson called 911 for emergency <br />medical and police response but die motorcyclist was concerned and stated that he had to leave. <br />The motorcyclist indicated that he had three previous DUI convictions and had warrants for his <br />arrest. Mr. Karlson attempted to calm the motorcyclist but to no avail. The motorcyclist began. <br />to flee on foot followed closely by Mr. Karlson. At great risk to himself, Mr. Karlson did not <br />give up and tackled the motorcyclist. Again the motorcyclist got up and ran and was again <br />tackled by Mr. Karlson. And., for a third time the motorcyclist began to flee after throwing a <br />backpack at Mr. Karlson. Undeterred, Mr. Karlson again gave chase and blocked the <br />motorcyclist's path. Mr. Karlson advised the motorcyclist that he was a runner and that if he <br />tried to flee he would again simply chase him down and tackle him once more. Two joggers <br />then stopped to offer their assistance while the motorcyclist continued to yell and argue. Mr. <br />Karlson placed the motorcyclist under "citizen's arrest" and with the help of the two unidentified <br />joggers kept him detained until the arrival of police officers including Officer Kevin Olson and <br />Sgt. Terry Nelson. Mr. Karlson remained on scene for another 20 minutes as the investigation <br />and ultimately arrest of the motorcyclist were completed.
