02h, city Of <br />OBRKATrON <br />NEW <br />the city that works for you <br />Council Worksession <br />December 1, 2014 <br />11:00 am <br />Present: Mayor Dave Jacobsen <br />Councilmember Brian Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: Councilmember Gina Bauman <br />Staff in Attendance: <br />Guests in Attendance: Craig Rapp <br />City Manager Performance Review with Craig Rapp <br />Rapp reviewed the collective information he gathered regarding City Manager Lotter's performance review. He stated <br />that overall everyone was satisfied with Dean's performance, stating his overall rating was E. It was noted he exceeds <br />standards for pretty much every category. He explained Councilmember Bauman has yet to hand in her form. He <br />reported that Dean would fill complete a self - evaluation form and this information would be compared to the Council's <br />responses. <br />Councilmember Jacobsen was pleased at how well the City was doing well financially. <br />Mayor Jacobsen agreed stating this was a value to Dean and it was reflected in the strong financial position of the City. <br />Councilmember Burg felt very informed and was pleased with the communication level between Dean and her. She <br />believed that the improved communication as assisting in keeping the Council meeting times down. <br />Councilmember Jacobsen appreciated the weekly updates from Dean. <br />Mayor Jacobsen discussed how busy Dean has been with daily work, additional Council worksession meetings and the <br />Army lawsuit. He provided comment on the positive direction the City was headed due in part to the numerous <br />developments taking place in NBE. <br />Rapp provided further comment on the KPI's.Discussion ensued regarding the KPI's and the goals that were set for the <br />City in 2014. <br />Councilmember Strub suggested that the Council receive updates from its consultants. He stated this would provide the <br />Council with additional information on how they are working to achieve the City's goals. <br />Councilmember Jacobsen encouraged staff to adjust quarterly or yearly goals based on the changing market conditions. <br />Mayor Jacobsen agreed with this suggestion stating a correction would ensure that the City did not continue in the wrong <br />direction. <br />Rapp reported the surveys show the Council supported the organizational skills of Dean, noting he had performed well <br />during an extremely busy year. The Council discussed the recently proposed reorganization of City staff. <br />Councilmember Burg supported Dean's leadership and the recommendations he was making for City staff. <br />Mayor Jacobsen agreed stating it was easy for him to make a good decision with all of the information Dean has <br />
