January 27,20 15 Mayor Jacobsen thanked the Litsagia team members for working with the City so diligently for so many years. He believed this was a strong and effective team and thei r effo rts achieved a great success for New Brighton. Councilmember Bauman thanked Team Litsagia for their effo rts and was pleased by the positive outcome. She appreciated the teams' ability to keep the info rm ation brought to the Council in layman's terms. She personally thanked former Public Works Director Grant Wyffels for his efforts. Coun cilmember Jacobsen thanked Team Litsagia fo r their dedication to the City and its res idents. He spoke to the importance of safe drinking water and noted the settlement woul d ensure that the City could continue to provide safe drinking water into to the future. Councilmember Strub had immense gratitude for the members on the Li tsagia Team. He was proud that the City wou ld able to continue to protect its res idents by providing safe drinking water fo r many years to come. Councilmember Burg was proud to live in the City of New Blighton. She thanked the entire Litsagia Team fo r their efforts on beh alf of the community. 5 Ayes, 0 Nays-Motion Carried 2. Consideration a Final Planned Unit Development and Final Plat for Pulte Homes, to be Imown as Enclave at New Brighton Exchange 21D and 31d Addition, located on the west side of Old Highway 8 NW within the New Brighton Exc hange Redevelo pment Area. City Manager Lotter indi cated Planning Directo ry Gundlach woul d be presenting this item to the Cou ncil. Planning Director Gundlach explained that Pulte Homes is requesting Final Planned Unit Development (PUD) and Final Plat approval for the following remaining efforts at The Enclave at New Brighton Exchange: • Enclave at New Brighton Exchange 2nd Addition: Pulte is seeking final PUD and final plat approval for construction of 36 townhome units. The plat consists of 36 lots on two blocks, formerly platted as Outlots C and D. 30 units will front on Old Highway 8 NW and six units will front on Central Park Boulevard. Garages are located in the rear of the unit, accessible off a private dri veway. Preliminary PUD and plat approval were granted in September of 20 13. The overall concept is generally consistent with the preliminary PUD approval, except four additional units have been incorpo rated, the actual townhome product is di fferent, and one building is now proposed to front on Central Park Boulevard. • Enclave at New Brighton Exchange 3rdAddition: Pulte is seeking final PUD and final plat approval for the remaining 28 single family homes. The plat consists of 28 lots on two blocks, and dedication of public right -of-way to be known as 14th Street NW, Searles Street, and Hipp Circle, all formerl y platted as Outlot G. The plan (lot layout, lot area, setbacks, and home type) is consistent with what was app roved du ring the preliminary PUD appro val. Pl anning Director Gundlach stated in summary, the proposal meets all the preliminary PUD and preliminary Plat conditions outlined in Resolution 13-076 and therefore eligible fo r approval. The applicant proposed one minor change rel ate d to the architectural design of the townhome : units; however, staff and the Planning Commission determined these changes are an improvement to the originally approved plan and are more consistent with the design standards I establi shed in 2005 for the New Bri ghton Exchange Redevelopment Area. Staff is J recommending ap pro val of the p lans as submitted. It was noted th at prio r to city release of the Final Plat, the applicant will have to comply with the ten stated conditions in the attached Resolution.
