Pres ent : <br />Absent: <br />the cily lllal works for you <br />Council Worksession <br />February 10, 20 15 <br />5:00 pm <br />Mayor Dave Jacobsen <br />Councilmember Gina Bauman <br />Councilmember Bri an Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Staff in Attendance: City Manager Dean Lotter, Director Craig Schlichting <br />Guests in Attendance: <br />400-Block 10th Street Pedestrian Crossing Enhancement Options & Placing Xcel Energy Power Lines <br />Underground / <br />Lotter stated the City had a lot of construction taking place in and aroun d the City through bridge <br />replacements. He explained that Joe Hatch would be making an in formational video regarding the bri dge work <br />that would link to the City's website. <br />Director Schl ichting discussed the street proj ects planned for 20 15. He then provided comment on the <br />proposed ped estrian impro vements that would coinci de with the 10th Street bridge replacement. He reviewed <br />an aerial overlay of the area surrounding the Mounds View High School. He noted the impro vements that <br />were planned by the City of Arden Hills. It was noted that 10th Street was a State Aid route and the project <br />would be eligible for refunding. <br />Eric Fosmo, with Kimley Hom, reviewed the current condition of the 10th Street pedestri an crossing and <br />discussed an array of options available to the Council that would impro ve safety and signage. He discouraged <br />the Council from pursuing concrete lights. He recommended Option 2 to the Council. He explained the Public <br />Safety Commission recommended a flashing rapid flashing beacon (RFB) also be added. An advanced <br />pedestrian warning was also discussed. <br />Mayor Jacobsen recommended that the lighting resemble the lighting chosen for NBE. <br />Further discussion ensued regarding the proposed flashing pedestrian light and options for the crosswalk. <br />Councilmember Bauman di d not recommend the crosswalk be completed in pavers. <br />Councilmember Strub supported staff s recommendation. He recommended that further consi deration be taken <br />on the timing of the fl ashing Ligh! to ensure safe passage for all pedestrians. He requested flllther info rmat ion <br />on the proposed turning movements along 10th Street. He wanted to be assured that all truck and bus traffic <br />coul d maneu ver through the roadway. Mr. Fosmo discussed the tum mo vements as prop osed by the County at <br />this time along with the traffic study findings. <br />Director Schlichting discussed the potential of burying the overhead power lines along 10th Street, as it was a
