February 24, 20 15 Page 2 of7 <br />Motion by Coun cilmember Jacobsen, seconded by Coun cilmember Burg to approve the <br />worksession minutes fr om the February 10,2015 meetin g. <br />5 Ayes, 0 Nays -Motion Carried <br />Commission Min utes <br />Mayor Jacobsen received the fo llowin g minutes on behalf of the City: <br />• PREC minutes from January 7,201 5. <br />Special Order of Business <br />1. Northeast Youth and Family SeIVices, President & CEO Jeny Hromatka <br />City Manager Lotter stated Jeny Hromatka to discuss the events taking place at Northeast Youth and Family <br />SeIVices. <br />Jeny Hromatka, Northeast Youth and Family SeIVices, thanked the Council fo r their time. He expl ained his <br />organization has been around fo r 37 years. He was proud to say that New Brighton has supported NYFS <br />since its inception. He di scussed how his non-profit has been adjusting to meet the core needs of the <br />community. He noted the three core fo cuses ofNYFS was mental health, youth development and day <br />treatment programs. Further infonnation was provided on the seIVices provided through each of these <br />programs and how they were positively impacting the youth in the community. He provided comment on <br />how the economy was improving but noted there were still seIVice needs. He thanked New Brighton fo r their <br />continued support and asked fo r comments or q uesti ons. <br />Councilmember Burg requested finther infonnation on the NYFS award recipients. Mr. Hromatka explained <br />eight members of the community were awarded with the SeIVice to Youth Award. He was inspired by the <br />work done by these individuals. He then discussed an upcoming golf event that would assist in raising fimds <br />fo rNYFS. <br />Councilmember Strub thanked Mr. Hromatka fo r his thorough report and fo r his dedicated seIVice to the <br />community. He asked how volunteers could get in contact with NYFS. Mr. Hromatka encomaged residents <br />to visit NYFS' s website fo r finther infonnation on his organization or to attend the upcoming leadership <br />luncheon. He stated that he was always looking fo r adults to mentor youth. <br />2. Presentation of Life Saving Awards <br />City Manager Lotter stated Public Safety Director Jacobson would be presenting several staff members with a <br />Life Saving Award. <br />Public Safety Director Jacobson explained that on Saturday, January 10th, 20 15 at about 11 :40 a.m., <br />Mr. Matthew Lund and several of his friends were playing their regularly scheduled game of <br />broomball at Hazelnut Park at 3301 New Brighton Road in Arden Hills. Mr. Lund had <br />reportedly been playing one of his best games of broom ball and was now taking his tum <br />playing in goal. As the broomball game continued, one fel low player, Dan Magnuson, noted <br />that Mr. Lund was lying on the ice and did not appear to be moving. As Mr. Lund lay <br />motionless, he was checked on and fo und he did not have a pulse and was not breathing. Mr. <br />Magnuson told teammates and friends to stop playing and fo r someone to call 91 1. Another <br />player, Peter J avorski, went into action dialing 91 1 to initiate the chain of survival via <br />emergency responders. Allina Medical and Ramsey County Sheriff's Office personnel were <br />, advised to respond to a "man down on the ice, no pulse." Meanwhile, friend Aaron Briggs, a <br />personal trainer who had just recently become certi fied in CPR, and Grant Dawson, took quick, <br />, decisive acti on. They began CPR with Mr. Briggs performing chest compressions while Mr. , Dawson began rescue breathing. Another friend, Mike Johnson, remained calm and determined <br />a likely need fo r an AED . Mr. Johnson ran to nearby Trinity Lutheran Church which was open <br />and had an easily accessible AED.
