PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — April 21, 2015 7:00 p.m. <br />Present: Chairperson Bruce Howard, Commissioners Steve Danger, Marvin Deick, Susan Erickson, Erin <br />Nichols - Matkaiti, and Verne McPherson <br />Absent: Commissioner Saeed Bihi <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Paul Jacobsen - Councilmember, Charlie LeFevere -City Attorney <br />Agenda Review: There were no changes to the agenda. <br />Minutes from March 17, 2015: <br />Motion by Commissioner McPherson, seconded by Commissioner Danger, to approve the March 17, <br />2015 meeting minutes as presented. <br />Approved 6 -0. <br />Council Action: Councilmember Jacobsen reported he would be the Council Liaison for the Planning <br />Commission for the next year. He thanked the Commissioners for the work they do for the City of New <br />Brighton. He then discussed the work the Council has been doing with the Rice Creek Watershed District and <br />the changes that would be taking place at Hanson Park. <br />Public Hearing — Old Business: <br />(A) Murlowski Properties Inc. (a.k.a. Belair Excavating) requests consideration of a Zoning Code <br />Amendment, Site Plan, and Special Use Permits, facilitating a 17 acre expansion of their current <br />operation onto adjacent unaddressed land to the southeast of their existing property located at <br />2200 Old Highway 8 NW. <br />Planning Director Janice Gundlach outlined new information that has been gathered since the last Planning <br />Report dated January 16, 2015. Even though this item was tabled at the January Planning Commission meeting, <br />much of the analysis and background information within that 1/16/2015 Planning Report remains relevant. <br />Planning Director Gundlach explained that since a significant amount of time has passed since January, and <br />since initial submission of the land use requests, staff offers the following background information: <br />August 1, 2014: The original land use applications were submitted and scheduled for Planning <br />Commission consideration on August 19, 2014. Per the applicant's request, those items were tabled so <br />that a land ownership issue could be resolved. <br />In late August 2014: The applicant discovered a parcel they originally thought they acquired from the <br />government, they didn't actually own. This was discovered because a City mailing regarding the <br />expansion was mailed to the actual owner of the property (Ramsey County Parks). This is relevant <br />because that parcel was to be used for ponding. <br />
