Motion by Commissioner Danger, seconded by Commissioner Nichols - Matkaiti, to approve staff <br />recommendation. <br />Approved 6 -0. <br />(B) Northeast Bank requests consideration of a Site Plan and Special Use Permit to redevelop 1135 <br />Silver Lake Road as a 3,806 SF branch bank with a drive -up facility and to allow creation of a <br />Comprehensive Sign Plan. <br />Planning Director Janice Gundlach reported Northeast Bank is requesting consideration of a Site Plan and <br />Special Use Permit to facilitate the redevelopment of 1135 Silver Lake Road with a new 3,806 SF one - story, <br />slab -on -grade building to be used as a new branch bank for the applicant. The request details include: <br />• Site Plan — allows new construction of commercial or industrial uses. <br />Special Use Permit — allows the applicant certain setback reductions under the Palmer Drive Overlay <br />Area Ordinance, allows implementation of an Area of Special Control (also known as a Comprehensive <br />Sign Plan) governing allowed signage for the property, and allows construction of a drive -thru facility. <br />Planning Director Gundlach stated former uses on the property include a Sinclair gas station and auto repair. <br />The site has been vacant for nearly five years. To move forward with the proposed redevelopment, the applicant <br />would remove all existing structures and remediate any environmental concerns left by former uses. Because <br />the applicant does not own the property, they will enter into a long term lease agreement with Kraus Anderson, <br />the current property owner. Staff reviewed the proposed signage and recommended approval of the Site Plan <br />and Special Use Permit as submitted, subject to the following conditions: <br />• The property is developed in accordance with the plans submitted for review and attached to this report. <br />• Implementation of the recommendations contained in the Interoffice Public Works/Engineering Memo <br />dated 4/16/2015. <br />• The drive -thru lanes are revised to meet a 9' minimum width. <br />Commissioner McPherson was pleased that there would be a new business at this location. <br />Commissioner Deick asked if there were any old tanks in the ground. Planning Director Gundlach reported <br />there were no tanks remaining in the ground, but soil remediation would be completed. She stated a Phase I and <br />Phase II would be completed for the site. <br />Commissioner Nichols Matkaiti requested clarification on the drive thru hours of operation. Mike Schoal, Vice <br />President of Northeast Bank, stated he was proposing to relocate his bank from Columbia Heights to New <br />Brighton. He noted the bank was seven years old and was family owned. He reported the drive thru would be <br />open from 7:00 a.m. to 6:00 p.m. Monday through Friday and from 9:00 a.m. to 12:00 p.m. on Saturday. <br />Motion by Commissioner McPherson, seconded by Commissioner Danger to close the Public Hearing. <br />Approved 6 -0. <br />Motion by Commissioner Deick, seconded by Commissioner Nichols - Matkaiti, to approve staff <br />recommendation. <br />11 <br />
