Pratt Ordway Properties requests consideration of a Resolution, approving an <br />amendment to a previously approved Planned Unit Development and a Special <br />Use Permit to allow construction of an outdoor dining deck for The Exchange <br />Food & Drink located at 500 5th AVE NW, Suite 105. <br />City Manager Lotter indicated Planning Director Gundlach would be presenting this item to the Council. <br />Planning Director Gundlach reported The applicant is requesting a Planned Unit Development <br />(PUD) Amendment and Special Use Permit to permit construction of an outdoor dining deck at <br />500 5th AVE NW, Suite 105. Specifically, the tenant space proposing outdoor dining is the <br />corner tenant of the building known as Building E within the Main Street Village mixed use <br />development. The existing tenant is The Exchange Food & Drink, which is located at the <br />northwest corner of 5th AVE NW and 51h Street NW (also known as County Road E2 <br />Extension), with the outdoor dining deck facing this intersection. The deck would be 956 sq. ft. <br />and accommodate seating for 50 occupants. The deck would be constructed of treated lumber <br />framing and the decking would be a composite material. It would be surrounded by a 42" <br />railing, the underside would have lattice screening and a gas fire pit is proposed in the middle <br />of the dining area. Staff reviewed a full analysis and found all Planned Unit Development and <br />Special Use Permit criteria have been met based on the approval findings noted in the <br />Resolution. She recommended the Council adopt a Resolution approving the request as <br />submitted subject to compliance with 12 conditions. <br />Mayor Jacobsen requested comment from the applicant. <br />Jeff Spehart, The Exchange General Manager, thanked the Council for considering his request. <br />Councilmember Stnlb asked if there was a demand for outdoor dining at The Exchange. He questioned if <br />smoking would be allowed on the outdoor patio. Mr. Spehart explained his goal was not to add additional <br />seating in the restaurant, but rather, offer outdoor dining as an amenity. He indicated that smoking would not <br />be allowed on the south side of the deck. <br />Counedmember Jacobsen inquired if the deck would be open until bar close. Mr. Spehart discussed his hours <br />of operation noting his restaurant closed at 11:00 p.m. Sunday through Thursday and closed at midnight on <br />Friday and Saturday. He commented that his restaurant has not been a late night destination. <br />Councilmember Jacobsen requested further information on the proposed audio system that would be installed <br />on the outdoor deck. Mr. Spehart stated he would be installing several speakers outside to provide <br />background music. He explained that he would not be having any outdoor karaoke or live bands. <br />Councilmember Burg appreciated The Exchange and was so glad that this nestaumt moved into the City of <br />New Brighton. She provided comment on a recent discussion she had with her neighbors and encouraged <br />Mr. Spehartt to advertise more to the community. <br />Councilmember Bauman stippoil d the proposed fire pit on the deck. <br />Councilmember Burg questioned when the outdoor dining area would be ready to customers.
