ORDINANCE NO. 835 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />A ZONING CODE AMENDMENT <br />RELATED HELIPADS AS <br />SPECIALLY PERMITTED USES <br />IN THE NBE, NEW BRIGHTON EXCHANGE <br />ZONING DISTRICT <br />THE CITY COUNCIL OF THE CITY OF NEW BRIGHTON ORDAINS as follows: <br />Section 1. New Brighton City Code, Chapter 6, Article 6, Section 6-693 is hereby <br />amended by adding paragraph C as follows: <br />C. Helipads, subject to the following conditions: <br />1. The helipad must be accessory to the office use. <br />2. Permitted onlv on broaerties containing all of the following attributes: <br />a. At least four (4) acres in area or the principal use has been permitted via a <br />Planned Development, <br />b. Abutting Interstates 694 or 35W. <br />3. Landing pads shall meet the following setbacks: <br />a. at least 320' from multi -family residential uses <br />b. at least 820' from single family residential uses <br />c. at least 800' from schools, churches, nursing homes, or similar types of <br />public institutional uses <br />d. at least 2500' from another helipad <br />4. Landing pads shall be reasonably screened from public rights-of-way of minor <br />arterial status or greater and include a 36" hedge and/or wall combination around <br />the perimeter. <br />5. A maximum of 20 landings per calendar year. A landing shall be defined as an <br />arrival and a departure associated with the same trip. Flight logs shall be kept and <br />made available to City staff for review to confirm compliance with this section. <br />6. Landings shall not be permitted during the hours of 7pm — 7am Monday thru <br />Friday. Weekend and holiday landings are prohibited. <br />7. Permitted flights paths, helicopter type, and decibel level standards shall be <br />specified at the time of approval and be determined based on the characteristics of <br />surrounding property, including but not limited to, vegetated cover, topography, <br />and proximity to residential uses. <br />8. The applicant secures all necessM permits from other state and/or federal <br />authorities for use of the helipad, including but not limited to the Federal Aviation <br />Administration and Minnesota Department of Transportation. <br />9. Because every property has a unique set of characteristics with regard location of <br />buildings, landscapin ,, a�pography, the City Council may pose other <br />
