He noted the Council would have to <br />adopt a preliminary tax levy prior to October I". <br />Davitt explained at the September 151 Council worksession meeting the Council requested staff provide the <br />options within the budget to assist with creating a tax levy increase between 3%-6%. Staff reviewed the <br />budget scenarios in detail with the Council. She reported that the City recently received a SCORE grant to <br />assist with recycling fees in 2016. Staff discussed a proposed adjustment to the fleet and non -fleet plan. She <br />reviewed several potential staffing adjustments that could be made and discussed the impact these changes <br />would have on the City. She requested the Council discuss these options and provide direction to staff on how <br />to proceed with the budget and preliminary tax levy. <br />Councilmember Jacobsen asked what the Community Fund Balance was at this time. Davitt reported the <br />balance was a little over $3 million. <br />Mayor Jacobsen did not like the idea of losing two police officers along with a grant that was paying for the <br />TZD officer. He understood that a large portion of the City's budget went to public safety, but he believed this <br />was what the public wanted. <br />Councilmember Strub did not support any staffing reductions. <br />Councilmember Burg agreed. She appreciated the hard look that staff took in this area, but did not want Public <br />Safety services adversely impacted. She understood this was a hard discussion, but was not interested in <br />seeing staff reductions. <br />Councilmember Jacobsen requested further information on why the City was using an outside source for civil <br />engineering work. Schlichting stated in 2015 and 2016, the City had to work with consultants for State Aid <br />projects. He indicated that in the future the City would like to utilize internal staff to complete engineering <br />work. <br />Councilmember Jacobsen asked how elections would be impacted according to the new State standards. <br />
