3. A total of 19 parking stalls are striped on site and within the shared parking easement area to the north. <br />4. At the time of building permit the applicant shall submit a plan illustrating where the one canopy tree <br />and three shrubs will be incorporated into the Site Plan. <br />5. All outdoor storage is removed prior to issuance of a building permit. <br />6. The portion of Ingress, Egress, and Parking Easement encumbered by the attached garage addition shall <br />be vacated prior to issuance of a building permit. <br />7. The attached garage addition shall not be used for warehousing. <br />9. At the time of building permit the applicant shall provide sufficient grading details, particularly <br />regarding the site discharge point at the northwest corner of the site, to the satisfaction of the City <br />Engineer. <br />Chairperson Howard clarified that the requested garage was 24' by 42' and not 42' by 42'. <br />Commissioner Erickson questioned how the existing bituminous would be impacted by the proposed garage. <br />Planning Director Gundlach reviewed how the parking area would be split in half and half would be covered by <br />the new garage. <br />Commissioner Danger requested further information regarding the setbacks for this property. Planning Director <br />Gundlach discussed the property setbacks in detail with the Commission. She commented that all building <br />setbacks were being met by the applicant. <br />Commissioner Deick asked if any parking stalls would be eliminated in order to access the new garage. Peter <br />Murlowski, 388 Cleveland Avenue SW, explained that no parking stalls would be removed. He discussed that <br />18 new parking stalls would be added to the property. <br />Chairperson Howard inquired why the City was not requiring brick or stone. Planning Director Gundlach <br />indicated that after discussing this matter with the applicant, she learned the building was covered with hardi- <br />plank siding, which is a cement product and has previously been allowed to meet the brick or stone requirement. <br />For this reason, staff recommended Condition #8 be removed. <br />Commissioner Danger believed it was odd for the City to have performance standards for building materials for <br />only the street side of the building considering the fact that all surfaces of a building were exposed to snow and <br />rain. He questioned why the requirements were stated as they were and were not written in a way to be an <br />architectural enhancement. Planning Director Gundlach commented that she was simply enforcing City Code <br />as it is currently drafted. She believed that the intent of the code was to create a high level finish for building <br />fronts that abut a street. <br />Motion by Commissioner McPherson, seconded by Commissioner Nichols-Matkaiti, to approve staff <br />recommendation eliminating Condition #8. <br />Approved 6-0. <br />Public Hearing: <br />(A) Joshua Daniel Burrs requests consideration of a Special Use Permit to permit auto sales from the <br />existing building located at 581 Old Highway 8 NW, including outdoor parking of up to five <br />vehicles. <br />Planning Director Janice Gundlach reported the applicant is requesting a Special Use Permit to permit operation <br />of an automotive sales use at 581 Old Highway 8 NW.
