July 14, 2015 Page 3 of 7 <br />Comprehensive Street Plan in 1982 creating a means by which to improve and maintain high quality streets <br />and alleys within the City. The streets considered for rehabilitation in 2016 were identified by City staff as <br />needing replacement in 2016 based on their age and pavement condition. With the County Road E2 Bridge <br />being removed and replaced over 1-35W in 2016, we have adjusted our capital improvement plan to also <br />include County Road E2 to align projects in this area to take advantage of the road closures required for the <br />MnDOT improvement. It was noted at the June 18, 2015, council meeting the City Council accepted the <br />Feasibility Study for Project 16-1 and set the Public Improvement Hearing for July 14, 2015. Notices of the <br />Public Improvement Hearing were mailed to property owners to be affected by this proposed street <br />reconstruction project; and published in the local newspaper as required bylaw. Staffreviewed the Feasibility <br />Study in detail with the Council. <br />Eric Fasmo, Kimley-Horn, commented on the project plan map and reviewed the frontages that would be <br />assessed. He discussed the comprehensive trail map and noted that an 8 -foot sidewalk would be completed <br />on the south side of County Road E2. He provided fiuther comment on the street reconstruction and <br />cxplailiiu 1 all sheets would be constructed to their original width. He commented that 3.03 miles of sheets <br />were included in the 2016 Street Rehabilitation project. The aesthetics of the 35W corridor bridges was <br />discussed Staff explained that the traffic volumes along 2"d Avenue were taken into consideration with the <br />County Road E2 improvements. It was noted the LED lighting scheme would continue over the bridge. He <br />indicated a stormwater pond was being proposed in front of the Simply Storage property, which would help <br />with draining water off the roadway during large rain events. Staff reviewed the lift station and sanitary sewer <br />work that would be completed in 2016. It was noted that several easements would be required to complete <br />the project. Project costs were estimated to be $6.246, 000 and the project funding was described. The <br />estimated assessment rates were then discussed. A summary of the comments provided by the public at <br />neighborhood meetings was provided to the Council and it was recommended the Council hold a Public <br />Improvement Hearing and authorize staffto order the project. <br />Councilmember <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to open the <br />Public Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was opened at 7:12 p.m. <br />Dan Doms, 675 4th Avenue NW, explained he has lived at this address since 1985. He <br />discussed the last time his street was replaced. He commented that shoddy work was <br />conducted on the curbs. He expressed concern that the City would have overages to replace <br />the curbs in his neighborhood and he did not want this expense pushed back onto the <br />neighbors. He requested rubber tips be used on bobcats to ensure the new curbs were not <br />damaged. He recommended that the City hold the contractor to a higher standard than used on <br />the previous project for his neighborhood. <br />Al Fyman, 280 1St Street SE, stated he has lived in his home since 1978. He discussed the <br />word work that was conducted in 1987. He believed that the County should be contributing <br />more to his street reconstruction given the number of semi -trucks running up and down this <br />roadway. He questioned if the area surrounding his property should be zoned light industrial. <br />He did not believe that he should be responsible for paying another assessment. Community <br />Assets & Development Director Schlichting reported that the City has a life expectancy on its <br />roadways of 25 to 30 years and was able to assess homeowners within this this timeframe for <br />road reconstruction projects. <br />Chuck Hurry, 55 35th Avenue NW, explained his property was surrounded on three sides by <br />Lift Station No. 2. He understood that this lift station would be abandoned and questioned <br />
