11fNof <br />��Oy <br />the city that works /or you <br />Council Worksession <br />July 14, 2015 <br />5:00 pm <br />Present: Mayor Dave Jacobsen <br />Councilmember Gina Bauman <br />Councilmember Brian Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br />Staff in Attendance: Dean Lotter, Bob Jacobson, Janice Gundlach, City Attorney Gilchrest <br />Guests in Attendance: <br />Amendment of Liquor Code -Brewery and Sunday Sales <br />Lotter stated due to a change at the State level, the City was considering an amendment to the liquor code for <br />brewery and Sunday sales. He explained that Public Safety Director Jacobson would be addressing this item <br />with the Council. <br />Jacobson reviewed a draft Ordinance with the Council and discussed the legislative changes made by the State <br />over the past several years with regard to microbreweries, taproom, brewpubs and distilleries, along with the <br />licensing process that would now be required. He provided comment on Surley Brewery. <br />Councilmember Jacobsen asked under which zoning classifications would brewpubs and microbreweries be <br />allowed. Gundlach discussed the zoning changes and how they would impact the City. She explained that the <br />B-3 and all Industrial districts would allow for brewpubs and microbreweries. She reported that the only <br />concern she has heard voiced to date regarding brewpubs and microbreweries was the smell or odor emitted. <br />Councilmember Bauman suggested that smell requirements not be put in place until there were concerns. <br />Councilmember Jacobsen supported microbreweries and brew pubs in the City. <br />Councilmember Burg requested clarification on what was allowed in the B-1 and B-2 zoning districts. <br />Gundlach provided clarification on the zoning uses that were allowed within the B-1 and B-2 districts. It was <br />noted the uses were viewed to be less intense. <br />City Attorney Gilchrest recommended that the Council keep the zoning requirements for brewpubs and <br />microbreweries as is and that a Special Use Permit be considered if a request came for a property in the B-1 or <br />B-2 zoning district. <br />Councilmember Bauman feared that the allowed zoning districts would mean that future brewpubs and <br />microbreweries would be clumped together in the City. Jacobson discussed how brewpubs and <br />microbreweries were sprouting up around the metro area. <br />
