Teambiiilding, Scheduling_aiid PlanningSEG) <br />Lotter requested the Council discuss and provide staff with a date that would work to hold a teambuilding <br />session. <br />Mayor Jacobsen appreciated working with Craig at the teambuilding sessions in the past. He was in favor of <br />using an outside consultant at the upcoming teambuilding meeting, and wanted to have staff in attendance at <br />these sessions. He supported all of the cross training that took place within the City. He was not in favor of <br />offering tuition assistance for Master's Degrees, as he feared employees would leave the City after completing <br />the program. <br />Councilmember Jacobsen looked forward to the teambuilding session as well and believed they greatly <br />benefited the Council and staff. <br />The Council agreed to hold the teambuilding session on January 9, 2016 at The Exchange from 9:00 a.m. to <br />3:00 p.m. <br />Police Lease <br />Lotter stated the Minnesota Chiefs of Police Association and UMPI was interested in leasing the old Police <br />building. He indicated discussions have been taking place for the past nine months with these two <br />organizations. He explained the City Hall bathrooms and archive room were in need of updating and the <br />proposed lease could assist with this project. <br />Hatch reported staff has been meeting with the Minnesota Chiefs of Police and UMPI regarding the lower level <br />space for the past nine months. These organizations have toured the facility and understood the area needed to <br />be remodeled. He proposed a lease rate of $3,000 per month for the Police office space with a five-year term, <br />which would include the lower level of City Hall. He stated that both agencies were non-profit and were <br />interested in discussing the potential lease of this space with their boards. Hatch provided further comment on <br />the potential remodel of this space. He reviewed the revenues the City would receive from the leased space <br />($250,000) along with the expense for remodeling the space ($299,000). <br />Mayor Jacobsen believed the space was ideal for both organizations; however, the expense to remodel the <br />space was quite high. He anticipated that the proposed lease rate was below market rate but was pleased that <br />the proposed users would effectively fill the vacant space at City Hall. It was his opinion that both users would <br />fit well into the City Hall/Public Safety Services complex. <br />Councilmember Jacobsen stated if both organizations were to re -up after five or ten years, the leases would <br />become profitable. Lotter reported this was the case and indicated the leases would provide the City with a <br />revenue stream to update the space. He indicated that the proposed users were excited about the potential of <br />holding training at the Public Safety Center. <br />Councilmember Strub discussed the potential revenue streams for the City for restaurant and hotel stays if <br />Police Chiefs were to come into town for a Board meeting. Hatch commented that this board had 30 members <br />and the vast majority were from out -state. <br />Councilmember Jacobsen questioned when the space would be occupied. Hatch reported that the lease terms <br />state the space would be occupied May of 2016. <br />
