September 22, 201. <br />Motion by Councilmember Burg, seconded by Councilmember Jacobsen to open the <br />Public Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was opened at 7:15 p.m. <br />Mayor Jacobsen asked for additional comments. <br />Tom Gidaro, 1694 23rd Avenue NW, noted his home was located on the corner of 17th and 23rd <br />Avenue. He stated Xcel recently completed a project on the north side of his property. He <br />discussed the large amount of weeds on his property and requested the City address this <br />concern. He reported that he has discussed this concern with staff and believed the City should <br />hold the contractor responsible. Director of Community Assets and Development Schlichling discussed <br />the work that was completed by Xcel Energy noting that this work had delayed the work that the City needed <br />to complete on this property. He believed that the grass would populate in the spring and the weeds would be <br />eliminated. He was aware of the weed issue and encouraged Mr. Gidaro to contact him in the spring if there <br />were any further concerns. <br />Further discussion ensued regarding the Crosswalk Study and the need for pedestrian safety in <br />New Brighton. Lotter discussed the need for different agencies to address this concern, as the <br />City did not have jurisdiction. <br />Les Clap, 1520 23rd Avenue, explained his plumbing was broken during construction, but was <br />fixed by the contractor. He thanked staff for assisting him with this situation. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Bauman to close the <br />Public Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was closed at 7:36 p.m. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to adopt the assessment <br />resolution contained in the 2015 Special Assessment Report, Project 14-1, 2014 Street Rehabilitation. <br />5 Ayes, 0 Nays -Motion Carried <br />Council Business <br />I . Consideration of Resolution Adopting the Proposed Tax Levy for Taxes Payable <br />in 2016 and setting the meeting dates for the 2016 Budget Discussion with <br />Public Comment and the Determination of the Final 2016 Tax Levies. <br />City Manager Lotter indicated Finance Director Davitt would be presenting this item to the Council. <br />Finance Director Davitt reported Minnesota State Statute requires all cities in excess of 2,500 in population, to <br />adopt a preliminary tax levy and budget by September 30th for the upcoming fiscal year. Once the <br />preliminary levy is adopted, it can be lowered but not increased. This proposed tax levy will be used by <br />Ramsey County to prepare parcel specific tax notices, which are mailed to every property owner within the <br />City later in November. The City is also required to certify the dates selected for our `Budget Discussion with <br />Public Comment" rneeturg, and the meeting when the final tax levies are determined, to Ramsey County on <br />or before September 30th. It is recommended that the 2016 Budget Discussion with Public Comment <br />meeting be held Tuesday, December 1 st at 6:30 p.m. (the first Tuesday of the month). The final 2016 budgets <br />and tax levies will be adopted during the regular City Council business meeting on Tuesday, December 8th at <br />Page 4 of 7 <br />Council Business <br />1.
