September 22. 20 15 <br />being hired. He provided comment on the relationship that New Brighton staff has with the Army and the <br />amount of time that this consumes on a yearly basis. He stated that he would support the Council's decision, <br />but wanted to clarify the budget and tax levy recommendation of staff at this time. He reported that if the tax <br />levy were reduced to 2%, the fleet/non-fleet funding would be reduced and staff would also have to address <br />the amount being put into health care benefits for staff. In addition, the golf course contribution may be made <br />out of reserves. <br />Councilmember Bauman called the question. <br />2 Ayes, 3 Nays (Bauman, Burg and Strub opposed) -Motion Carried <br />Motion by Councilmember Burg, seconded by Councilmember Strub to adopt a Resolution <br />approving the proposed tax levy for taxes payable in 2016 and setting the meeting date for the 2016 <br />budget discussion with public comment and the determination of the final 2016 tax levies. <br />3 Ayes, 2 Nays (Bauman and Mayor Jacobsen opposed) -Motion Carried <br />Commission Liaison Reports, Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported the Metro Area Water Supply Committee met last week. He <br />provided an overview of the items discussed by this group. He explained he met with Standard <br />& Poor's representatives this afternoon and discussed the City's bond rating. He noted he <br />recently attended a meeting with the Army where the treatability study was reviewed. He <br />discussed the mix up with the printer that was used for the fall cleanup day. He stated only 30 <br />people participated in the event due to the mix up. He apologized for the confusion and noted <br />that staff was addressing the matter. <br />Mary Burd <br />Councilmember Burg reported the Park and Recreation Commission met at Totem Park today <br />and held a ribbon cutting ceremony for the new playground equipment. She explained that <br />Totem Park now had an expression swing. She noted the Senior Expo was held last week and <br />there were over 300 attendees. She was pleased that the new cardio and weight equipment was <br />installed at the Community Center. She encouraged New Brighton residents to take advantage <br />of fall golfing at the Brightwood Golf Course. She invited the public to participate in the Taste <br />of Northeast event on Thursday, October 22"d, which served as a fundraiser for Northeast <br />Youth and Family Services. She explained the Harvest Dinner for those 80 and over would be <br />held on October 11 th at 1:00 p.m. at the Eagle's Club. She noted PREC would meet again on <br />Wednesday, October 14`h <br />Gina Bauman <br />Councilmember Bauman stated she would be attending a strategic planning meeting with the <br />Cable Commission on Wednesday. She was excited that CenturyLink would be entering this <br />market. <br />Paul Jacobsen <br />Councilmember Jacobsen reported the Planning Commission met last week and discussed a <br />minor replatting for Pulte Homes. He indicated there would be a Shoreland Ordinance Open <br />House on Tuesday, September 29`h from 6:00-8:00 p.m. at the New Brighton Community <br />Center. Those with questions regarding the Shoreland Ordinance were encouraged to attend. <br />He explained CPY would be holding its fall fundraiser on Friday, October 2'd at the <br />Community Center.
