Councilmember Bauman questioned how City staff would fund the City's street improvement projects if it did <br />not receive LGA in 2016. Davitt indicated staff would have to find another way to fund the City's streets. <br />Lotter commented this would come from a variety of sources. <br />Councilmember Bauman believed that the City was proposing to spend too much money over the next 10 years <br />and feared how the City would levy enough funds to cover these expenses. She believed the Council would be <br />forced to pass along large tax levies to the City's residents. She thanked staff for their thorough presentation, <br />but encouraged the Council to reconsider its proposed expenses. <br />Lotter discussed a spreadsheet that he presented to the Council at a previous meeting noting the City's <br />proposed tax levies. He commented that staff was preparing itself to replace City streets and was planning <br />accordingly. <br />Councilmember Bauman supported the City placing all LGA into street reconstruction and not the General <br />Fund. She wanted to see the City replacing its streets but feared how the taxpayers would be impacted. <br />Further discussion ensued regarding the proposed budget and utility rates. <br />Councilmember Strub questioned how long it would take the City to replace all of its meters. Schlichting <br />reported staff anticipates it will take five years to replace all of the City's commercial and residential water <br />meters. He explained the irrigation meters would not be replaced. <br />Councilmember Burg was in favor of the City paying its way as it goes. Lotter discussed how much the City <br />would be saving in the long run by reduced interest amounts. <br />Councilmember Strub supported Option #1 as presented by staff. <br />Davitt reported she would be presenting Option #1 for approval at the December 8th Council meeting. <br />Worksession adjourned at 6:16 pm <br />Respectfully submitted, <br />Terri Haarstad <br />City Clerk <br />
