<br />SCHEDULE 1 TO EXHIBIT A <br />RESOLUTION NO. 97-057 <br /> <br />Introduction <br /> <br />The proposed District includes 16 parcels comprising approximately <br />37 acres. It contains severely contaminated properties, outmoded <br />industrial buildings, aging homes and non-conforming land uses <br />among other obstacles to development. <br /> <br />Over 80% of the District is part of a federal and state Super-fund <br />site which encompasses Bell Lumber & Pole Company and MacGillis & <br />Gibbs Company. Both businesses have been in the lumber treating <br />business since 1923 and 1918 respectively and have severely <br />contaminated their properties. Approximately four (4) acres of the <br />proposed TIF District is part of the Bell Pole wood treating <br />facility and approximately 2S acres of the District is MacGillis & <br />Gibbs property (the "M&G Site") . <br /> <br />Another 2+ acres of the District is occupied by a former school <br />building being used as a manufacturing and warehouse building <br />referred to as the "530 5th Avenue building". This was built in <br />the early 1900's and is in very poor condition and is outmoded as <br />a manufacturing and warehouse facility. Approximately two (2) <br />acres of the District is former rail property and is constrained by <br />the location of a Williams Pipeline. <br /> <br />Since 1984, the M&G Site has been listed as part of a federal <br />Superfund Site. For 13 years, neither the Environmental Protection <br />Agency ("EPA") nor the Minnesota Pollution Control Agency ("MPCA") <br />have required the wood treatment and storage operation to be <br />discontinued so that the site can be cleaned up. Although real <br />estate taxes on portions of the M&G Site have not paid since 1982 <br />Ramsey County has just recently instituted a tax forfeiture <br />process. Since no other unit of government has been willing to <br />either foreclose or take title to the property, the City of New <br />Brighton has now undertaken to condemn the property as part of its <br />redevelopment efforts. Under threat of condemnation, the property <br />owner has now allowed access to the EPA so that the cleanup of the <br />M&G Site may commence this summer of 1997. <br /> <br />In addition to environmental clean-up needs, the M&G Site <br />is littered with many structures in poor condition. Several have <br />not been actively used for many years. All will need to be <br />removed. <br /> <br />Background <br /> <br />Located a half mile from City Hall, the M&G Site has a long <br />history. Adjacent to railroad lines on its western boundary and <br />accessible to two major freeways, the M&G Site has for many decades <br />been used as a wood treatment and storage facility. In <br />
