b. The site is used and surrounded by other business and industrial uses and the car storage <br />area will not be directly visible from a public roadway. <br />c. The applicant intends to market his business online primarily rather than through a retail <br />car lot. <br />d. The applicant will be limited to the keeping of no more than 5 vehicles for sale on site at <br />any given time and will not operate in a manner reflective of a used car lot. <br />No unlicensed or inoperable vehicles will be permitted on site. <br />Now THEREFORE BE IT RESOLVED that based upon the above findings of fact the application <br />for a Special Use Permit (SP2015-007) is hereby recommended to the City Council for <br />approval, subject to the following conditions: <br />1. No more than 5 vehicles, in addition to employee or customer vehicles, are permitted on site <br />during business hours. Further, the applicant may only store a maximum of 5 vehicles on site <br />outside business hours. <br />2. Any vehicles located on the property, whether advertised for sale or not, shall be operable, in <br />good repair, and be properly licensed. <br />3. Inoperable and/or unlicensed vehicles may not be kept on site. <br />4. All vehicles must be located in designated parking stalls, behind the building (east side), at <br />all times out of public view from the street. <br />5. Hours of operation shall be primarily by appointment only but otherwise limited to Monday <br />through Saturday, 9 am to 5 pm and closed on Sunday. <br />6. No balloons, streamers, blow-ups, or the like shall be displayed on site. <br />7.
