b. The site is used and surrounded by other business and industrial uses and the car storage area will not be directly visible from a public roadway. c. The applicant intends to market his business online primarily rather than through a retail car lot. d. The applicant will be limited to the keeping of no more than 5 vehicles for sale on site at any given time and will not operate in a manner reflective of a used car lot. No unlicensed or inoperable vehicles will be permitted on site. Now THEREFORE BE IT RESOLVED that based upon the above findings of fact the application for a Special Use Permit (SP2015-007) is hereby recommended to the City Council for approval, subject to the following conditions: 1. No more than 5 vehicles, in addition to employee or customer vehicles, are permitted on site during business hours. Further, the applicant may only store a maximum of 5 vehicles on site outside business hours. 2. Any vehicles located on the property, whether advertised for sale or not, shall be operable, in good repair, and be properly licensed. 3. Inoperable and/or unlicensed vehicles may not be kept on site. 4. All vehicles must be located in designated parking stalls, behind the building (east side), at all times out of public view from the street. 5. Hours of operation shall be primarily by appointment only but otherwise limited to Monday through Saturday, 9 am to 5 pm and closed on Sunday. 6. No balloons, streamers, blow-ups, or the like shall be displayed on site. 7. Only a single wall sign in compliance with Chapter 9 of the Zoning Code may be permitted after obtaining a Permanent Sign Permit. ADOPTED this 20th day of October, 2015.
