All non -earth materials shall be non-combustible and in no case shall garbage <br />or other combustible material be used as fill unless approved by the City Council <br />as a private or public dumping ground. <br />D. Landscaping by systematic planting of the excavated, filled, or reclaimed <br />portion of the site with cover crops shall be required. (Code 1966; Ord.
