of <br />the city that works for you <br />Council Worksession <br />June 4, 2013 <br />5:00 pm <br />Present: Mayor Dave Jacobsen <br />Councilmember Mary Burg <br />Councilmember Paul Jacobsen <br />Councilmember Char Samuelson <br />Absent: Councilmember Gina Bauman <br />Staff in Attendance: Bob Jacobson, Grant Fernelius, Joe Hatch and Janice Gundlach <br />Guests in Attendance: Craig Rapp <br />Mayor Jacobsen suggested tabling this item until the full council is present. It was decided to include it on both the <br />worksession and Council Business at the June I Vh Council Meeting. <br />Discussion related to Urban Farming <br />Director Fernelius introduced the item, and requested council direction following the presentations. <br />Code Enforcement Officer Joe Hatch went through a PowerPoint with the Council. Hatch reported complaints related to <br />chickens are typically one or two annually, with a quick resolution under the City's nuisance ordinance. Mr. Hatch <br />clarified this excludes the Forest Dale issue. Urban Farming is a recent trend in the area, approximately 20 residents have <br />chickens. <br />Mayor Jacobsen asked if the Rice Creek Watershed District has any regulations pertaining to chicken coupes. <br />Director Fernelius responded that usually the Watershed District would follow the City's regulations. City Planner <br />Gundlach reported that typically set back standards are development related. <br />Mayor Jacobsen stated that he would like to see the gray areas of the City Code are eliminated, as well as look at specific <br />problems in the community. <br />Councilmember Jacobsen suggested forming a Task Force to start the process of looking into the whole picture. <br />Director Jacobson clarified that the council would like a staff recommendation regarding the Task Force at the June 251' <br />worksession, adding that item to the consent agenda as well. <br />Councilmember Burg requested the Task Force also look at the wild animal ordinance. Director Jacobson suggested the <br />Public Safety Commission review the wild animal ordinance at their September meeting. <br />Effective Governance Priority Discussion with Craig Rapp <br />Craig Rapp recapped the recent meetings, noting two tracts were established. One being the City Manager's <br />Review process, the other being the implementation of initiatives and actions plans to make the priorities happen. Mr. <br />Rapp reported that the management team has been diligent in the process. <br />Mr. Rapp worked through the Key Performance Indicators with the council, noting their suggestions. <br />June 25 Mr, Rapp is scheduled to return and present the updated version. <br />Other Items <br />Director Jacobson requested the Council's direction regarding the Membership to NMMA and 135 Coalition. <br />The council stated that they want an opportunity to discuss the items at the June 11 th worksession, as well as a Council <br />report to be included in the Council Packet. <br />The work session adjourned at 7:10 pm. <br />
