• <br />Of <br />NFJ Y1` <br />RKATM <br />the city that works for you <br />MEMORANDUM <br />DATE: October 10, 2014 <br />TO: Mayor and Council <br />Dean Lotter, City Manager <br />FROM: Grant Fernelius, Community Development Director <br />Janice Gundlach, Planning Coordinator <br />Joe Hatch, Management Analyst/HR Specialist <br />SUBJECT: October 14th Work Session on Urban Farming Task Force Recommendations <br />In anticipation of next Tuesday's work session on the Urban Farming Task Force (UFTF) <br />recommendations, staff wanted to provide some additional background information on the topic. <br />As you know, there is a long history and this policy has been discussed on several occasions <br />including weekly memos (2008 and 2012) more recently in 2013. Attached for reference <br />purposes are the following documents: <br />1. Recommendations of the Urban Farming Task Force (July 2014) <br />2. June 4, 2013 and June 25, 2013 work session minutes, at which time creation of the UFTF <br />was discussed. <br />3. May 29, 2013 staff memo that summarized previous research that had been done on the <br />topic by staff. <br />Staff has been very mindful of the public process to date and the role of the UFTF in advising the <br />Council on this issue. We have taken very careful steps not to steer the policy discussions in one <br />direction or another, but instead have served as resources to the stakeholders involved. We have <br />avoided specific recommendations in this report — instead we would prefer to get Council <br />direction on which UFTF policies have merit and should be discussed further. We are willing to <br />provide information and analysis at the appropriate time, but don't want to spend additional staff <br />time on aspects that are not a priority for Council. <br />
