I -a-, City of <br />4 I <br />BRIGHTON <br />the city that works for you <br />Report Number: <br />Agenda Section: <br />Report Date February 4, 2015 <br />Council Meeting Date February 10, 2015 <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDER ELIMINATION OF THE RAILROAD GRADE <br />CROSSING OF SPRING CREEK DRIVE ACROSS THE MINNESOTA COMMERCIAL <br />RAILWAY RIGHT-OF-WAY. <br />DEPARTMENT HEAD'S APPROVAL: <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report Comments attached <br />Recommendation: Subject to City Attorney approval, authorize the City Manager and Director of Community <br />Assets and Development to enter into an agreement between the City of New Brighton, the Commissioner of <br />Transportation, and Minnesota Commercial Railway (MCR) for permanent roadway closure of USDOTNO <br />463547W (a.k.a. Spring Creek Drive) over the railroad tracks of the Minnesota Commercial Railway in Ramsey <br />County. <br />Legislative History: On August 26, 2014 the City Council agreed to enter an agreement with Minnesota <br />Commercial Railway to install a concrete at -grade crossing at Spring Creek Drive and Stinson Boulevard. <br />Financial Impact: The City, after having executed this agreement, and after taking all actions necessary to <br />permanently close the roadway at -grade crossing, will receive a payment of $25,000. Any costs incurred for the <br />realignment of Spring Creek Drive greater than $25,000 will be paid from Fund 422. <br />Explanation: In October of 2014 Minnesota Commercial Railway contractors completed modifications of the at - <br />grade crossing at Spring Creek Drive and Stinson Boulevard. This work was done in conjunction with the signal <br />and gate upgrade at 69th Avenue. The installation was 64 -feet across the width of both Spring Creek Drive and <br />Stinson Boulevard. The railroad also installed 200 -feet of concrete crossing across 69th Avenue and a future trail <br />located on the north side of 69th Avenue at the same time. <br />MnDOT has requested that the City of New Brighton close Spring Creek Drive via a realignment of the roadway. <br />The proposal is for New Brighton to "T" Spring Creek Drive into Stinson Boulevard. Eliminating a road crossing <br />of the railroad will improve the safety at the intersection at Stinson Boulevard / Spring Creek Drive & 69th <br />Avenue / County Road H. To help offset the cost of this roadway closure, MnDOT will pay the City of New <br />Brighton $25,000 upon completion of the closure. This work is proposed in 2015 in conjunction with a <br />Metropolitan Council Environmental Services (MCES) north area interceptor rehab project, and Fridley's planned <br />reconstruction of 69th Avenue. <br />Costs and Funding: All costs will be funded from Fund 422. <br />Craig G.
