City Of <br />"NEW <br />BRIGHTON <br />the city that works for you <br />Report Number: <br />Agenda Section: <br />Report Date February 19, 2015 <br />Council Meeting Date February 24, 2015 <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDERATION OF RESOLUTION TO ENTER INTO A <br />COOPERATIVE AGREEMENT WITH THE MINNESOTA DEPARTMENT OF <br />TRANSPORTATION AND ARDEN HILLS FOR THE REPLACEMENT OF THE 10TH <br />STREET NW BRIDGE OVER TRUNK HIGHWAY 35W (S.P. 6284-171) <br />DEPARTMENT HEAD'S APPROVAL: <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report Comments attached <br />Recommendation: To authorize and approve the attached Resolution to the Minnesota Department of <br />Transportation and to enter a Cooperative Agreement for the replacement of the 10th Street NW Bridge over 35W. <br />Legislative History: MnDOT is currently planning the replacement of four bridges along I -35W within the next <br />three years. In 2015, they are proposing to replace the 10th St NW/Lake Valentine Rd (sometimes referred to as <br />County Road F) and County Road 96 Bridges. In 2016, they are proposing to replace the County Road E2 and <br />County Road H bridges. On October 28, 2014 the City hired Kimley Horn to create an aesthetic guideline <br />document for each of the bridges to be replaced. <br />Financial Impact: The cooperative agreement with MnDOT includes a lump sum obligation from New Brighton in <br />the amount of $69,000. <br />Explanation: In the past year we were faced with an exciting opportunity to take part in the planning process of <br />four major I -35W bridges that are gateways to our community. We were able to provide input on the number of <br />traffic lanes, bicycle and pedestrian facilities, roadway lighting, urban streetscape, and entrance monuments into <br />our community. Also, we provided input into the overall aesthetics of these bridges. <br />MnDOT has prepared plans and specifications for the replacement of the County Road F (aka 10th Street NW) <br />bridge over 35W. The plans include a wider bridge to accommodate a multi -use trail, conduit for bridge lighting <br />and aesthetic design elements (as determined by the City Council for the I -35W bridges at the July 8, 2014 work <br />session). <br />The Cooperative Agreement identifies future maintenance obligations, including sidewalk/shared use pathways, <br />lighting, ornamental railings, and the multi -color surface finishes. Additionally, to accommodate a larger multi- <br />use trail the Cities of Arden Hills and New Brighton have determined the need for a wider bridge. This addition <br />requires each City to participate/contribute to the increased cost for the wider bridge. <br />Costs and Funding: The lump sum payment of $69,000 will be funded from Fund 422. <br />Craig G.
