Jacobson, Director of Public Safety <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report _ Comments attached <br />Recommendation: <br />Conduct recognition by New Brighton Department of Public Safety and Allina Health Emergency <br />Medical Services for Life Saving Awards. Allina staff present to recognize these awards may include <br />Medical Director Dr. Charlie Lick, Brian LaCroix, Bill Snoke, Jeff Czyson and Dave Matteson. <br />Legislative History: <br />New Brighton Department of Public Safety has a tradition of recognizing Life Saving Awards publicly <br />during City Council meetings. <br />Explanation: <br />On December 10, 2014 at about 7:42 pm, Officer Thomas Nerison and Officer Tyler Wakasugi responded <br />to 470 Riviera Drive on a report of a 2 1/2 year old female child having difficulty breathing. Officer <br />Wakasugi arrived on scene. He was told that the child, Kennedy Weber, was not breathing. Further, <br />family members were performing mouth to mouth resuscitation. Officer Wakasugi began assessing <br />young Kennedy and found that she had labored breathing and a very weak pulse. Officer Wakasugi <br />began assisting with rescue breathing for Kennedy using an ambu bag and mask. Officer Nerison arrived <br />on scene and took over rescue breathing while Officer Wakasugi prepared the AED for potential use. <br />Officer Wakasugi rechecked Kennedy's pulse to find that she no longer had one. Several minutes of CPR <br />were then performed and Kennedy regained a weak pulse. <br />Allina Paramedics arrived on scene and they continued lifesaving efforts. Allina paramedics transported <br />Kennedy to Children's Hospital in Minneapolis accompanied by Officer Nerison who assisted with rescue <br />breathing. Kennedy was admitted to the hospital and on December 16th she was discharged. Kennedy's <br />recovery has been extremely successful and she will live a full life in part due to the efforts of her family <br />and those of Officer Tyler Wakasugi and Officer Thomas Nerison. <br />For these actions, the New Brighton Department of Public Safety recognizes Officer Thomas Nerison and <br />Officer Tyler Wakasugi with the New Brighton Department of Public Safety Life Saving Award this 24th <br />day of March, 2015. <br />Robert J.
