COf <br />'na EW <br />BRIGHTON <br />the city that works for you <br />2N <br />AGENDA SECTION: Consent <br />REPORT DATE: March 19, 2015 <br />MEETING DATE: March 24, 2015 <br />REQUEST FOR CITY COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDERATION OF APPROVAL OF PLANS AND <br />SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR PROJECT 15- <br />1, 2015 STREET REHABILITATION. <br />DEPARTMENT HEAD'S APPROVAL: Craig Schlichting, Director of Community Assets and <br />Development <br />CITY MANAGER APPROVAL: <br />No comments to supplement this report Comments attached <br />Recommendation: To approve the plans and specifications for Public Improvement Project 15-1, 2015 Street <br />Rehabilitation and authorize staff to advertise for bids. <br />Legislative History: On Wednesday, October 22, 2014, an informational meeting was held with residents to be <br />affected by this proposed project. At the November 12, 2014 council meeting the City Council accepted the <br />Feasibility Study for Project 15-1 and set the Public Improvement Hearing for December 9, 2014. Notices of the <br />Public Improvement Hearing were mailed to property owners to be assessed for the project and also published in <br />the newspaper as required by law. Council then held the Public Improvement Hearing on December 9, 2014, and <br />ordered the project. Rice Creek Watershed District has since provided a conditional approval. <br />Financial Impact: The total estimated project cost is $3,023,400. The Feasibility Study contains cost estimates, <br />cost breakdowns, and recommended funding. <br />Explanation: The purpose of this item is to advance the project to the next step which is to publicly advertise for <br />bids. Bids are tentatively scheduled to be opened on April 28, 2015, with construction to begin in late -May to <br />early June. The project consists of the removal and replacement of the bituminous surfacing, the removal and <br />replacement of designated sections of concrete curb and gutter, utility improvements, improved pedestrian <br />facilities (with and upgraded pedestrian crossing near the New Brighton Community Center), LED lighting, a new <br />traffic signal, and landscape improvements on the following streets: <br />I st Avenue NW <br />- 81h <br />Street NW to 10th Street NW <br />2nd Avenue NW <br />- 9th <br />Street NW to 10th Street NW <br />3rd Avenue NW <br />- 9th <br />Street NW to 10th Street NW <br />8th Street NW <br />- 1st <br />Avenue NW to Old Highway 8 <br />9th Street NW <br />-2 nd <br />Avenue NW to 3rd Avenue NW <br />Alley <br />-2 nd <br />Avenue NW to 3rd Avenue NW <br />10th Street NW <br />-2 nd <br />Avenue NW to 300 feet west of Old Highway 8 <br />Old Highway 8 <br />-Bridge over 694 to 10th Street NW <br />
