Consideration of Payments including Vouchers 148024 through 148146 for a grand total of $293,995.66 and Purchasing Card Statement. 2. Consider Authorization to Purchase 2015 GMC 4 x 4 Pickup with a Fiberglass Service Body to replace 2007 Chevrolet Pickup used by Public Works Department. 3. Consider Request for Exemption from Lawful Gambling License — Ducks Unlimited North Suburban Chapter 239. 4. Consider Approval of Application for a Solicitor License for Custom Remodelers, Inc. Motion by Councilmember Bauman, seconded by Councilmember Burg to approve the Consent Agenda as presented. Custom Remodelers, introduced himself to the Council and stated he was looking forward to working in the City of New Brighton. He explained that his company does siding, windows and remodeling. 5 Ayes, 0 Nays - Motion Carried Public Hearing None. Council Business 1. Consider Resolution Dissolving Combined Polling Place for Election Precincts P2 and P1B. City Manager Lotter indicated City Clerk Haarstad would be presenting this item to the Council. City Clerk Haarstad explained that Best Practices in Elections Administration limit combined polling places to serving no more than 1500 registered or 2000 potential voters. As New Brighton's combined polling place currently serves 3,423 registered voters, staff recommends dissolving the precinct partnership between P I B and P2 and allow these precincts to have their own polling places. State Statutes require dissolutions of combined polling places to be filed with the County Auditor by April l sof each year. Doing so will reduce the potential for errors and be less confusing for voters. It was noted that Ramsey County would be purchasing new machines and equipment in 2015 and enough equipment would be purchased for the new polling places. She discussed how polling places were staffed and recommended that the Council consider passing a Resolution dissolving the combined polling places for P 1 B and P2. Councilmember Bauman thanked staff for the thorough presentation. She encouraged staff to advertise the new polling locations well in advance of the next election. She questioned if absentee ballots should be taken into consideration with regard to the number of potential voters.
