Off-site meeting in Spring and Fall (Council’s thoughts on Applewood Pointe) <br /> Concern was expressed about Stockyard Days and the lack of specificity for 2015 (Discuss CM <br />email from early 2015) <br /> Discussion regarding advisory commission recruitment and whether the target was realistic. <br />It was decided that the target should stay, but the achievement of the target was not as <br />important as the effort to recruit and the availability of at least one candidate for an opening <br /> <br />Major Policy Issues – Review <br /> <br />The group discussed major policy issues on the horizon, to get clarification regarding the policy <br />focus, importance and to identify deadlines for consideration. The following policy issues were <br />identified as for upcoming worksession consideration: <br /> <br />1. Urban Farming. Everyone agreed that this issue is well understood and needs a to be <br />decided- February 3 agenda <br /> <br />2. Housing programs. This has been put forth previously, and staff asked for guidance on future <br />considerations. It was decided that it would be reviewed after the Trend Analysis was <br />finished in Q3. Emergency funding was identified as a potential area of need. It was agreed <br />that this would be considered in Q3 along with other housing issues <br /> <br />3. Joint meetings with Commissions. The group agreed that joint meetings should be held with <br />the advisory commissions. A long discussion regarding the EDC was held, and it was <br />determined that they would be the first joint meeting- either February or March, but the <br />Council will meet before the joint meeting to discuss. <br /> <br />4. Parks Strategic Plan. A long discussion was held regarding the scheduling of a discussion on <br />the Parks Strategic Plan, including information regarding an issue related to Jones Lake. The <br />Council indicated that all information regarding Jones Lake should be forwarded to the <br />Council prior to the scheduled review. The PREC chair will attend to make the <br />presentation/answer questions. January 27 was identified as the date for consideration. <br /> <br />5. Other issues to be scheduled- no specific dates determined: <br />a. One-time expenditures- how to handle, rules <br />b. Organizational structure- License Bureau <br />c. Even-year elections- 2016 <br />d. Stockyard Days-joint meeting <br />e. Town Hall- reformatting/name <br />
