January 12, 2016 <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to approve the <br />Truth in Taxation minutes from the December 1, 2015 meeting. <br />5 Ayes, 0 Nays - Motion Carried <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to approve the <br />worksession minutes from the December 8, 2015 meeting. <br />5 Ayes, 0 Nays - Motion Carried <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to approve the <br />minutes from the December 8, 2015 meeting. <br />5 Ayes, 0 Nays - Motion Carried <br />Commission Minutes <br />Mayor Johnson received the following minutes on behalf of the City: <br />• Public Safety Commission minutes from September 28, 2015. <br />Mayor Johnson requested comment from the Barts Brothers. <br />Special Order of Business <br />IA. Bartz Brothers <br />Mayor Johnson introduced the Bartz Brothers to the City Council. She thanked them for their <br />great community spirit and congratulated them on completing the beautiful snow sculpture in <br />their yard. She presented each of the Bartz Brothers with a certificate. <br />Councilmember Burg thanked the brothers for their incredible snow sculptures. She reported <br />she received calls from all over the country based on their great work. She requested the boys <br />discuss the sculptures that have been made in years past. Austin Bartz explained they had <br />sculpted a turtle, shark, walrus, puffer fish and now an octopus. <br />Councilmember Bauman questioned how the boys decided what to sculpt each year. Connor <br />Bartz explained they have gone with a sea life theme each year. <br />Councilmember Jacobsen thanked the brothers for bringing such a unique attraction to the City <br />of New Brighton. He asked where the octopus could be viewed. Connor Bartz reported he <br />lives at 2777 16th Street NW. It was noted the octopus could be seen from Silver Lake Road. <br />Mayor Johnson requested the brothers speak to the cause behind their sculpture. Austin Bartz <br />indicated they were collecting donations for One Day Wages, which assisted with filtration <br />water systems in Haiti. <br />Councilmember Strub explained he had visited the sculpture. He thanked the brothers for their <br />community pride. A round of applause was offered by all in attendance. <br />MnDOT Update on I -35W MnPASS Improvements. <br />City Manager Lotter stated Community Assets & Development Director Schlichting would be <br />presenting this item to Council. <br />Community Assets & Development Director Schlichting explained MnDOT has completed the <br />alternatives development and analysis for the I -35W MNPASS project. This phase included <br />neighborhood outreach meetings, traffic operations analysis, and review of geometric <br />improvements.
