Councilmember Strub questioned what process staff would follow if an officer involved shooting were to <br />occur. Public Safety Director Jacobson explained his first call would be to City Manager Lotter who would <br />then contact each Councilmember individually. <br />Public Safety Director Jacobson commented on the use of body cameras and noted data practices have yet to <br />be determined by the State. He explained that all recorded content was currently viewed as public data. For <br />this reason, the department did not have body cameras, but would be moving in that direction after the <br />legislature determines how to classify the data. He believed that body cameras would be a good thing and <br />reduce the number of complaints to the department. He stated that the footage from body cameras greatly <br />supported the work being done by officers. <br />Councilmember Strub asked if there were any other tools the department required more so than body cameras. <br />Public Safety Director Jacobson appreciated this comment, but believed the department would be behind the <br />curve if body cameras were not deployed. He explained the department would be further investigating the use <br />of body cameras while also considering how to establish policy for the storage and management of the data. <br />Public Safety Director Jacobson discussed the strengths and benefits from the community policing activities <br />that take place in the City of New Brighton. He explained the department worked diligently to have positive <br />interactions with the public. It was his hope that the department would be able to hold quarterly training <br />sessions on issues that impact residents. Lastly, he described the importance of officer health and wellness. <br />He was proud of the number of marathons the officers participated in. <br />Public Safety Director Jacobson reviewed the department's mission statement and encouraged the Council to <br />have conversations with the public. He requested the Council keep the department apprised of any concerns <br />that arise from these conversations. <br />Mayor Johnson thanked staff for the thorough presentation. She believed the officers in New Brighton were <br />providing the City with a great service considering how tough the job has become. She indicated she has not <br />received any negative feedback from the public regarding the conduct of New Brighton Police Officers. <br />Councilmember Strub discussed the importance of training officers on how to properly manage mental health <br />calls. Public Safety Director Jacobson reported his officers were constantly pursuing training on mental health <br />and to gain understanding on new cultures. <br />Councilmember Bauman appreciated the efforts of the Public Safety Department and encouraged them to stay <br />safe. <br />Councilmember Jacobsen also thanked the department for their efforts and understood firsthand how the <br />department was implementing the 21s' Century Policing model through the work that has been conducted at <br />Polynesian Village. <br />Mayor Johnson requested the Council turn its attention to the City Council appointments. She explained she <br />was interested in serving on League of Minnesota Cities and North Metro Mayors. <br />Councilmember Jacobsen would serve as the City's League of Minnesota Cities and North Metro Mayors <br />alternate. <br />Councilmember Bauman requested she be able to remain on the Cable Commission for one more year. Mayor <br />Johnson would be the alternate. <br />
